Was the whole thing set up by some crooked developers as they do in other countries?

Oracle, yes it was done by land-grabbers according to reports. 25,000 homeless people and they are pretty much invisible. Many of them lost whatever little possessions they had. The same tactics were used in a couple of other bostis (slums) just recently. Does anyone know of any funds set up for this or other ways to help them from abroad. Any ideas?
