Avatar Problem Again

I tried to an avatar couple of days ago.
BC Mods helped me with this...thanks again.
Today, I was tried to play with the Avatar thing and now it does not work again. I followed all the procedures in control panel. The new avatar I was trying to use is

Could anyone please help me find out what's wrong with this Avatar?

Yes.
It's working now!!
Did you do anything to make it work?
Or do I need to wait 10/15 minute for to Avatar to become effective?

Step 1:

Click on the "Control Panel / Options" menu at the top once logged on.

Step 2:

Click on "Edit Profile"

Step 3:

Scroll down until you see the entry for Avatar URL. Put in full URL of your image, making sure it meets size limits of BC forum.

Step 4:

Do not forget to click on the "Edit Profile" button to save your changes!

That’s what I did all the time.
Exactly word by word.
May be something wrong in my control panel!!
If not, May be it's a mystery !!
Otherwise, why do I have to post a "Help Me" message here everytime I need to change Avatar?

Thanks for the graphic illustration though. You may think about putting it in FAQ section.
