But news (DS and PM and ICC) says that he will be officiating in the test: One-off Test between New Zealand and Zimbabwe at McLean Park in Napier on January 26, 2012.

I guess that does not make him elite yet?
There are two types of umpires
1. ICC Elite
The Emirates Elite Panel of ICC Umpires and Referees comprises the top umpires in the world. ... On average, each member of the Emirates Elite Panel annually stands in 8-10 Test matches and 10-15 ODIs, plus any ICC World events in that year - a potential on-field workload of 75 days plus travel and preparation time, per year.
2. ICC International
The Emirates International Panel of ICC Umpires comprises two officials nominated from each of the ten Test playing cricket boards.

Emirates International Panel members stand in One-Day International matches in their home country, as well as assisting the Emirates Elite Panel at peak times in the cricket calendar when they can be appointed to overseas ODI and Test matches.
Date place venue teams fixed. He is Umpiring in test.
