Solution - better law enforcement. People all over the world are the same, the men are same no matter where they are born. If you look at the western coutries, you think all these folks are just nice out of the goodness of their heart or they were born with a halo on top of their head ? No, given the chance, they would do exactly the same things as their counterparts in poorer/less civilized nations of the world. Case in point - what happened at the Silverdome after Hurricane Katrina. When you know that your actions would have consequences and your mama or chacha or baba (even ma, khala, chachi) can't get you out of the mess you are about to create - you do the only sensible thing to do, you stay away from crime.

By the way, not ALL men are alike. They may have the same urges but a good number of them can distinguish between good/bad, right/wrong, without the help of society looking over their shoulders.

Education - While sex education may work in an open society, you have to still respect the culture and religion of folks who would FOREVER consider them as taboo. You can't really change their minds on this issue.
ON the other hand, they want to introduce sex education in some parts of the US WAY early and that could only lead to more teen pregnancy (which is a huge problem in here). Instead of saying STOP, you are too young, they take the stance that - oh well, they are going to do it anyways. People are taking less and less responsibility for their own actions (or inactions) in this country which is a majjor cause for concern.

Stand up for the victims - In some cases, friends and family members of the rapists/cricminals are well aware (or has a vague idea) of the criminal. They decide to not come forward because - He's blood, or he's family, or BACHCHA MANUSH, bhul hoye geche (you get the point). It could be a little thing like shoplifting or a big crime like rape/murder. You can't really teach people to be good people. For me, those who hide these people are as guilty as the criminal him/herself.
