The above story is true and they do happen but you are exageratting a bit in the above para.
The problem is law enforcement in most parts of the Middle east is selective, just as it is selective in Pakistan and Bangladesh. A Pakistani schoolgirl was raped a few years back in Abu Dhabi and the offenders (Arabs) were executed . Then again in a few cases no punishment takes place. The most susceptible are housemaids and they are the victims of 97% of rapes.
However, lets not forget that if a rapist is the son of a high profile BNP leader, he will very likely not be punished/charged.
Canada, USA etc. are particularly strong in enforcement of laws against rape and sexual violence.
