You are talking from what you have heard from others. I am speaking from my experience of living here for 20+ years. Now I do know Saudi is a bit more lawless than the UAE.
So speaking of the UAE, plenty of grown up girls from India, Pakistan and Bangladesh who live with their parents in the UAE.
The reason many girls(and boys) go back is because there are no universities for foreigners in Saudi Arabia.
