shoaib, lee, tait, murali all of them chucks at certain times. testing them with sensors dont help, because obviously they wont bend that much then.
besides how exactly you will know if a bowler is bending his arm more than 15 degrees at real time?? it becomes almost impossible for the umpire, add to that the controversy of no balling a bowler.
i think 3rd umpire can help the on field umpires if a bowler is suspect. 1st a verbal warning and then if he continues then start no balling him. there is no other way. it is unfair to the bowlers who bowl legally.
