if he was a chucker i doubt he ever would have played for australia, in australia we have rules to prevent players from even playing state cricket if they chuck. a guy called aaron bird a year or 2 ago was made to change his action because they said he chucked or was too close to chucking or something, and he wasn't even a regular in our state setup. they didn't allow him to play while he was fixing his action.
in regards to tait specifically, due to his body position, arm angle and wrist movement if you don't watch the action from an angle where you can see the whole bowling action then it can look like he's chucking e.g. if you watch from front on it looks like he's going to chuck when his arm comes over his shoulder but when you watch from side on or from behind where you can see the whole movement his action is fine.
