Scientifically it was not possible to see the moon from Saudi Arabia after the sunset of the 29th Ramadan. I hope the officials can justify their Moon siting to Allah.

Back in the days, when there was uncertainty on could anyone witness the new moon or not, may be one could proclaim something like that. If one is insecure in saying Eid Mubarak before the moon siting, then he or she can say "Eid Mubarak, Inshallah".
