This was the only way for US-Europe to get some IAEA monitoring into Ind Nuke prog, since India is declining to sign onto NPT.
I just hope that, it doesn't become like the F16 deal with Pak, and get IAEA in place and commit india to make some Huge payment to USA & then linger it to pressurise Ind to sign NPT & open it's Mil Nuke prog to IAEA. You never know with USA.

If I'm not wrong, the CTBT was signed between the then nuke powers only, banning Nuke tests. & what BD and most of the country has signed is NPT. Where IAEA needs to be involved to ensure peaceful use of Nuke & guard against transfer of tech to unauthorised entities.
NPT= Non proliferation treaty
CTBT= Comprehensive Test Ban Treaty
