i am kinda familiar with the terms and mechanisms with mainly the nuclear deal and as both deals have some similar terms and conditions i can perhaps answer ur first question.
bangladesh dont have the amount currently to buy the weapon of 1 billion usd worth of weopons. but our arm force needs this weopons. so bangladesh will take the money as loan, and then py it on installments over a long time.
but do we really need that weopons ??? i dont know, the defense ppl knows. its their requirement. and the bad thing is the deal has a very high rate of interest compared to the nuke deal. not sure about the grace period and payback period though. it will put a big pressure on the economy.
