The problem with the smaller teams is consistency. Senegal reached the semi finals a couple of tournaments back, but have been out of the picture since. Bulgaria made it to the semis in 1994 and went downhill after that. Greece won the Euro, but haven't done much to note since. Turkey hasn't been able to keep up the same intensity that they showed 8 years ago.
Only a handful teams are consistent in what they do. Brazil, Argentina, Italy and to a lesser extent France, England and Spain (although these three have choking tendencies).
