The idea of 16 teams in 2 divisions of 8 make a lot of sense, at least for ODIs. 2 teams from each division will either move up or down every couple of years, eg. They can also contest the quadrennial tournaments like the world cup, etc. However, the problem will be that none of the Big 8 teams now will want to be relegated because they will feel far superior to the 2nd division teams. Without promotion and relegation, this won't work.
