First of all, its not possible to create a dome structure in SBNS, atleast trust the opinion of a civil engineering student

Also, even if it was possible to create a dome while constructing a new stadium, it would cost around 15-20 million USD alone and the floodlights will always have to be on which would mean that particular venue can't be used for tests AT ALL.

Its not cost effective. Bangladesh hasn't really struggled with rain curtailed matches as much as one would think, but when it comes to depression and cyclones nothing could have been done.
