Default Bangladesh Test Progress Monitor (and a New Rankings System)

This thread was the natural progression from my original monitor here. I figure the ODI world cup is a natural divider between Test cricket "seasons".

The official ICC rankings are useful mostly because they are official but beyond that its a pretty flawed system. I've tried on several occaisions over the years of creating my own ranking system and gave up due to the complexity of including all the things I've thought were important.

Now, I've finally found a simple and relatively easy way of correcting some of the major flaws of the ICC rankings:

1) success overseas is given extra weight (failing at home has a reciprocal penalty)

2) both the margins of series scorelines and individual matches are factored in

3) relative batting and bowling strengths of teams are also factored in

All teams start off on equal footing and I'll publish my first update around New Years with subsequent updates occurring quarterly (ie Jan 1, April 1, July 1, and Oct 1 of each year).
