Here's some detailed analysis which should further clarify why the rankings are as they are.

Sri Lanka
One might be surprised to see SL so far ahead of BD or WI. Its solely on the back of their [impressive] 3-0 whitewash of the mighty Aussies - who fought very hard in India. If you take that series out, SL have a much lower rating of 0.329, which would put them in 9th place.

India and England
Vahroone's complaint about India being only #2 may carry a slight bit of weight. All team start off with a rating of 1, and as such some of the opponents India beat were rated lower than they are now. For example SA is now rated at above 2 points, but when India beat them 3-0, they had a rating of just 0.157. But the same applies to some other teams. ENG won 2-1 in SA, when they were rated marginally higher at 0.188. So England would have more points as well. While England has lost quite a few Tests at home and India has only lost 1, India hasn't even toured overseas in the ranking period, barring in WI or SL.
