Ideally, a vice-captain is chosen as an understudy and aide. To learn form the captain and to assist the captain in team selection, batting order, fielding selection etc. Ideally, the person chosen has a confirmed plcae in the team. Ideally.
In BD's case - it is either a reward or given because they could not decide whom to give. All it does is give the person with the role a feeling that he is indispensable and does not have to work as hard as the others.
