It is true that Jinnah came up with the two nation theory, the basis of which was religion. However, in real life, Jinnah was not a religious man at all. So, when he became the leader of Muslim league, party officials want him to wear islamic dress. But Jinnah refused. Even he didn't wear the tupi. To show people, he then resort to a middle ground of Islamic and western dress. And Jinnah tupi was the outcome of that. Infact if you look at the Jinnah pictures, you will find that most of the time he wore suit, tie with that famous jinnah tupi.
