Moni was playing instead of Rafique because our then-selectors wrongly thought that Moni gives more flight to the ball and gets more spins than Rafique does... so he may be more useful in tests than Rafique. Rafique proved them wrong.

You're correct. Their batting ability had very little impact on selection, and Moni is not a better batsman than Rafique
