That might not be the root cause. I don't know how much influence coaches have in selecting a team versus board, let alone captain.

Mashrafe's fitness remained a question mark since 2000 so he is not a viable alternative. I am doubtful about BCBs role over the years in maintaining off-season fitness of players like Mashrafe.
Overall inexperience indicates our national team is not rehearsed enough for big stage like Rajjak's running between wickets and lately Nasir's multiple attempts to get himself out when it was his call in absence of Tamim & Shakib. Razzak being a very good ODI/T20 bowler where he turns the ball away from right handed batsmen, does not have any alternative weapon in terms of turn, speed, length and loop and remained ineffective for Test in general. It might be true that no one has asked or offered Razzak to develop those skills. Same reasons could be true in case of Mashrafe's fitness when off from national team. Attacking fielding is coached and practiced though field setting designed is by the captain.
Some expectation & responsibility trickle downs from top, requires a development strategy and results in execution at big stages. Changing a captain would not make a significant change overnight.
