No strategy ..only Money !!! BCCI's existence depends on India's cricketing success, same goes with ICC (worlds cricketing sucess)
But ICL is a purely monetary unit whose main goal is to make money !! As soon as they realize that this venture is not viable they will drop this like a hot potato.
