Which means 2019 50 over world cup will have the same format as above, except it will start from second round, with the last two teams playing in a qualifying round not part of the world cup. So the difference is that a t20 world cup will have a pre qualifying round within its world cup itself, but 50 over world cup won't.
You are right in a sense both 2014 World T20 and 2019 WC are practically 10 nations tournament with the only difference that in T20 the qualifying round is part of tournament and it is not a part in WC

On the matches, after the Round 2 of 5 teams there will be no quarter final but directly semi finals. Matches would be
Round 1:- 12
Round 1 SF:- 2
Round 2:- 20
SF & F:- 3
Total Matches :- 37
