Arnab and Mohsin, sorry for the rather belated response, but I believe NYC has a Bangla-speaking club, where novice Bangla speakers can carry on conversations with native Bangla speakers and gain fluency. I don't know if other big cities have similar institutions.
I'd also like to plug Radice's
Teach Yourself Bengali. My (bideshi) wife used that rather effectively to learn to read, write, and speak Bangla.
