He should have bowled first since it was raining over-night. The weather was also very bad. It doesn't matter if the wicket is very good for batting or not. In this type of condition, bowling first is the sensibile decision.
BTW I don't think it was Mash who took the decision. I saw Siddons looking at the wicket when the rain stopped. Mash was warming up with the other players that time. It could be Siddons who made the decision as always. He might put the blame on Mash though (he is expert on it).
