if a player wants to make money they don't even need to play international cricket, nowadays they can travel to various t20 leagues and be paid handsomely. saying naeem should focus on tests atm doesn't mean he should stop playing t20s and one-day matches, i just think it would be best for him to first establish himself in the test arena as that's where his game is more suited. in time he could come into the shorter format teams, but at current he has a much better longer format record, not just proven in domestics but internationally to (so far at least). an average of 24 after 50+ ODIs and 14 after 9 t20Is suggests he's not well suited to the shorter formats, even his domestic t20 average is just 21 after 35 matches so it's not like he's been dominant in the format. in FCs his average is 40 with his test average being 32. it is correct he may not even be in the test team, but he seems to have a much better chance of succeeding internationally in the test arena, if he can conquer that, it will make it easier for him to conquer the shorter formats (at the international level).
