i think the people with the best technique survive test cricket. There are a couple of exceptions such as Chanderpaul, Katich etc. But then in ODIs and T20s technique doesnt mean much.

There are people who have glorious cover drives without any footwork (Shaun Marsh, Tamim) and there are people who have good footwork but play unorthodox shots (Michael Clarke, Watson). Both Clarkey and Watson's bottom hand overpower their bat when they look to play a shot thru the covers.

From my experience technique is developed if you play alot of test cricket. Grassroots cricket in Australia are made so that you get accustomed to the longer version of the game and therefore you will find a lot of techniquely good batsmen. Coaching can also come into play as the coach will teach the batsmen how to play particular deliveries. In Bangladesh its a completely different case.
