Shakibrulz (and otherssux), you need to understand contexts better. BD isn´t Aus or SA where they churn out FBs in abundance which allows young quicks to fine tune their art by playing lots of FC matches before stepping into the higest level. Again, allow me to drill in the obvious: BD has a dearth of fast bowlers!
So, the standard rulz or the criterions cannont always be applied generally and equally accross the board.
Shahadat with all his idiotics, nevertheless, IS one of the "best" we got. Mash injured. Rubel, too. Taskin (flavour of the month) is far too young. Nazmul is more of a containing ODI pacer. Others like Robin, Sajid et el have not done enough recently or when been awarded opportunities at the highest level. Abul has huge potential and he has already displayed that in only his 2nd Test match. He could have picked up more wickets in the WI Test and here today if the fielders didnt drop those dollies. Regardless, one judges a talent based on his qualities. Abul has plently. All he needs now is proper guidance, exposure, strong work ethics AND time.
