That part was true - about mills and factories. Many were told to reduce hours and were also not going to receive natural gas during this time so that the national grid can be kept powered up.
And the 40mil sounds about right.
Regardless, the author wasn't begrudging any of that. Surprising that you got riled up by the most innocuous part of the story.
