If you look at the stats, we had so many changes in our batting department previously due to our non performing batsmen. But now the selection team started to break the good bowling department. Though Rafique was old and Raz was trained in his shadow as his future replacement, the committee did not do enough to train and retain the bowling squad. Also our main pacer Mash had a bad patch and absence of Rasel were a huge blow along with Rafique requirements.
Selection committee should not have brought Dollar into the scene right away. Instead they should have considered training or sending pipeline players to different series in A teams. Dollar did decent in A team, but we have to remember just playing one or two series will not give us quality bowlers. Also Riyad was just too ordinary to give us a break as a fifth bowler and all rounder. A bowling coach to rectify the mistakes of the pacers, especially Rajib's line and length and also work with the ordinary spinners was long overdue. Though they are trying to have "team rule" and play with selected 22-25 players, these players need to perform also from their own.
If the selection criteria is properly managed there will be no need for chopping and changing. If "Bismillah e golod", then that will keep on happenning. We also have to understand we are dealing with players with tender age (just 22+ or 24), so they need to realize that players need some direction sometimes to reveal their potential talent unlike other players like Jayasuria who is 39 but still at his best form.
