Rice in itself is not the culprit. Its always the quantity. In the end, rice/pasta/bread etc gets converted to sugar. If you have too much of it, it will ultimately get converted to fat (interactions of insulin/fattyacid etc).
Find out your total kcal need and then eat accordingly. If your lifestyle only needs ~1500kcal don't eat 3000kcal. Its simple math at the end.

Physically active lifestyle is much better than reducing calorie intake.
