I can't say for sure but i think BCB and BCCI are in a collusion over this.

Here is how it supposedly works:

BCCI: Given our calendar, we can have only one BD-India bilateral fixture in the next two years.
BCB: In that case, we would want India to tour BD. We are running somewhat low on finaces, you know.
BCCI: I thought so too. India tour of BD it is then. Lets work out the itinerary.

It is more profitable for BCCI to invite teams for a Home Series. With NZ, it is more like "We will tour you only if you tour us". With BD, (and i suspect, with Zimbabwe and WI also), it is more like "You tell me what suits your interests better".

WICB has moved out of the let's call it 'colony' orbit comprising of Ind, BD, SL, Pak, Zim and SA and into the 'colonial master' orbit of Eng, Aus and NZ. there was a deliberate attempt by ECB to lure WICB away from asian bloc by using the stanford saga as bait. which unfortunately blew up in the face of both parties.
