Yup, it was repeated 10 times in 11 sec. So it's a 1 sec clip and the length itself arouses suspicion as to the motive of the person who tweeted the image in the first place. Why didn't he make it at least a 3-5 sec clip so one could see what actually happened before and after he gathers the ball. With a 1 sec video, if taken from the correct angle, one can easily create optical illusion leading to this kind of doubt for almost any bowler. As far as I'm concerned it's a non issue unless it's proven beyond doubt that he actually intentionally rubbed the ball against the ground for a lengthier period than what is seen in this clip.

finally glad to hear our boys are playing dirty in order to win a test match. This is what i wanted years ago !!!!!!!!!!!!!!!!!! Amader boys hungry to win. Take it as a positive boys. Maybe he was rubbing the ball on the ground to keep it dry? Ball tampering includes use your fingers, zippers or teeth

Saffers tampered with the ball once upon a time a few years ago.

I highly doubt he was tampering with the ball...he knows there are 15 cameras all over the ground and why would he do it literally under the shadow of the umpire? Besides rubbing the ball on grass isn't going to scuff it up.

This is just a innocent gaffe like Smith looking at the dressing room to figure out if he should take a review or not a few months ago.

Much ado about nothing.

It's a new ball, that's already dry. Now I am gonna get marauded for this, but I think he rubbed the ball to degrade the seam. So it is more spin friendly.

This is a good topic for cricket journalists to get some attention. Based on what I've seen in the 1 sec clip, I doubt anyone who knows the rules of tampering will escalate this to higher authorities, simply because it'll expose their lack of understanding of the rules. Shakib does not even scuff the ball here, one can see the ball is actually rotating in his hand and on the ground. When a bowler rubs the ball over their pants they apply almost equal pressure if not more and they don't let the ball rotate. If he does something different in the lengthier clip then it's a different story. However, mission has been accomplished by the tweeter. Most Bangladeshis like me didn't know who Paul Cochrane was until now!

It is highly likely that Shakib might be wiping off bird/Kaak/Crow poop/hagu from the ball or spit, snot, thoo thoo that may had got rubbed on the ball from the ground. If this is such a big problem, Mr. umpire is standing right there...what is he doing? I would have wiped the ball on the umpire's pants ...Shakib is just being polite and cleaning the ball on the grass/dust/sand what not.
