Not exactly, Russia, China has veto power too, and US doesn't wait for UN's approval, no block including UN is economically and militarily powerful enough to stop US from doing what it wants.

I think you are confusing UN with Nato, UN can not and doesn't invade, although it has been doing a commendable job in keeping peace in Africa where civil wars been happening on a regular basis. On the other hand Nato does invade countries and it does not sit and wait for UN green signal when it does so, Nato has its own way of arm twisting UN. However as a global police Nato has done a few good things too like saving the Bosnians when the Serbs were massacring them by the thousands and if it wasn't for Nato Kurds would have been ethnically cleansed from Iraq by now.

So what I am trying to say here is this is no black and white or good and evil type textbook scenario. No one is Saint and no one is pure evil either, it is all about power, business and self interests.
