That's because BCB is trying to ensure that U-19 players are fast tracked into high performance unit and domestics like BPL while letting newbies play in the tournament.

Someone like shanto and Zakir I believe are eligible infact.

Also, one issue is that the recent bunch hasn't played enough cricket so as to allow us to know how good each of them are.

Nope, got your fact wrong - both Shanto and Zakir are born before September 1998, thus were not eligible for this tournament.
