a 3 Tier test status proposal
there will be 3 tiers of five countires. the top 2 tiers will be divided according to current rankings. the 3rd tier will be open for any body who applies and has decent cricketing infrastructure
tier 1 (full time status)- australia, india, srilanka, south africa, england. this tier will always contain 5 countries
tier 2 (full time status)-pakistan, newzeland, west indies, bangladesh, 5TH country. this tier will also contain 5 countires
tier 3 (part time status)- 5 or more other countries who are developing cricket.
a tier system will run for two years. during this two years :
1. each team from tier 1 will at least host two other teams from tier 1 and also visit two other teams from tier 1. the same rule applicapable also for tier 2. these games will be considered for ranking points.
2. each team from tier 1 will also visit one team from tier 2 that is each team from tier 2 will host at least one team from tier 1. these games will be considered for ranking points.
3.teams from tier 3 will play first class matches between them and no of series will depend on no of teams. these games will be considered for ranking points.
4.teams from tier 2 can visit teams from tier 1 but can only play the A team or other first class domestic sides and matches will be counted as first class matches. these games will not be considered for ranking points.
5.tier 3 teams will be able to host A teams or other first class teams from higher tiers and also they can visit teams from higher tiers but can only play A teams or first class teams and all these matches will be counted as first class matches. these games will not be considered for ranking points.
6.every tier 1 team will integrate one team from tier 2 into their first class domestic season. similalry every tier 2 team will integrate one team from tier 3 into their first class domestic season. the team can be full strenght national team or A team or some age level team. example : bangladesh national or A team can play in the county tournament.
7.whenever a test series is being played which will be counted for rankings, a reverse series between the u-19's will be played simultaneously. i.e when bangladesh will host westindies, WI u19 will host bangladeshu-19. this will not count for rankings but will be a good exposure for the young stars.
8. no restriction for matches between A teams or age level groups
at the end of two year, two teams from tier 1 will be relgated to tier 2 and two teams from tier 2 will be promoted to tier 1. also one team from tier 2 will be relgated to tier 3 and one team from tier 3 will be promoted to tier 2.
