With the assumption that I fully understood what he meant, Tapash 's 91.67% of top 7 victims is not necessarily mean any good than for example 82.98 (Mashrefee).
Assuming 5 TEST matches:
Bowler A can get 2 "top 7 batsman" for each test (2 innings) thefore getting 10 wickets with the rating 100% top 7 victims and a grand total wicket of 10
Bowler B can get 10 wickets for each test (2 Innings). Out of which, for both innings 7 of them (3 in 1st innings and 4 in 2nd Innings) are top 7 victims. He will end up with 50 wickets and a rating of 70% "of top 7 victims".
Therefore basically it means little.... unless I misunderstood what he wanted to say.

I think you understood him quiet well and it doesn't mean much ... I think case B would fit perfectly for rafiq...that's why he is placed so low... He gets 50 wickets and 35 of them are top... but let's say taposh gets 10 and all are top..... according to this calc... Taposh is a "better" bowler....
