বিপিএল শেষ হয়ে গেছে প্রায় দেড় মাস। অথচ খুলনা রয়্যাল বেঙ্গলস ও দুরন্ত রাজশাহী ছাড়া কোটি টাকার এই টুর্নামেন্টে আর কোনো ফ্র্যাঞ্চাইজিই স্থানীয় খেলোয়াড়দের এখনো নিলাম মূল্যের ২৫ শতাংশের বেশি অর্থ দেয়নি। বিভিন্ন ফ্র্যাঞ্চাইজির অন্তত আটজন খেলোয়াড় পাননি এক টাকাও। ক্রিকেটারদের সংগঠন কোয়াব পরিচালিত জরিপে বেরিয়ে এসেছে এসব তথ্য। অবশ্য জরিপের ফলাফলে মুশফিকুর রহিম, সাকিব আল হাসান ও তামিম ইকবালসহ অন্তত ১৩ জন খেলোয়াড়ের পাওনা সম্পর্কে কোনো তথ্য নেই।

বিপিএলের খেলোয়াড় চুক্তি অনুযায়ী টুর্নামেন্ট শুরুর আগেই নিলাম মূল্যের ২৫ শতাংশ অর্থ পেয়ে যাওয়ার কথা ক্রিকেটারদের। টুর্নামেন্ট শেষ হওয়ার আগে দেওয়ার কথা আরও ২৫ শতাংশ, বাকি ৫০ শতাংশ টুর্নামেন্ট শেষ হওয়ার ৬ মাসের মধ্যে। কিন্তু কোয়াবের জরিপে যেন ফ্র্যাঞ্চাইজিদের ‘দারিদ্র্য’ই প্রকটভাবে ফুটে উঠল! নইলে নিলামে টাকার গরম দেখানো ফ্র্যাঞ্চাইজিরা টাকা দেওয়ার সময় এমন হিমশিম খাবে কেন?
জরিপের ফলাফল অনুযায়ী খুলনা রয়্যাল বেঙ্গলস ও দুরন্ত রাজশাহী মোটামুটি সব খেলোয়াড়কেই শতকরা ৫০ ভাগ অর্থ দিয়ে দিয়েছে। বাকিরা খেলোয়াড়ভেদে দিয়েছে ৪ থেকে ২৫ শতাংশ পর্যন্ত। সবচেয়ে খারাপ অবস্থা বরিশাল বার্নার্স ও চিটাগং কিংসের। বরিশাল এক টাকাও দেয়নি চারজন খেলোয়াড়কে, সর্বোচ্চ ২৫ শতাংশও দিয়েছে মাত্র চারজনকে। আর চিটাগং এক টাকাও দেয়নি তিন জনকে।

বিপিএল গভর্নিং কাউন্সিলের সদস্যসচিব ইসমাইল হায়দারের দাবি, কোয়াবের হিসাবে ভুল থাকতে পারে, ‘আমাদের হিসাবে প্রথম ২৫ শতাংশ সব ফ্র্যাঞ্চাইজি দিয়েছে। দ্বিতীয় ২৫ শতাংশ দিয়েছে শুধু ঢাকা ও রাজশাহী। তা ছাড়া ১০ থেকে ২০ হাজার ডলার মূল্যসীমার কোনো খেলোয়াড়ের দাম ২০ হাজার ডলারের বেশি উঠলে বাড়তি টাকাটা এই হিসাবে আসবে না। ২৫ শতাংশ হবে শুধু ২০ হাজার ডলারের। বাড়তি টাকার ৬০ শতাংশ পাবে বোর্ড, ৩০ শতাংশ খেলোয়াড় ও ১০ শতাংশ পাবে গেম অন।’
গভর্নিং কাউন্সিলের সদস্যসচিব তার পরও কোয়াবের উদ্যোগকে স্বাগত জানিয়েছেন, ‘তাদের সঙ্গে আলোচনা করে আরও কিছু বিষয়ের সমাধান করতে চাই আমরা। যেমন অনেক খেলোয়াড় বিসিবির মাধ্যমে না এসে নিজেরাই ফ্র্যাঞ্চাইজির কাছ থেকে টাকা নিয়ে নিয়েছে। অনেকে আবার নিলামের আগেই চুক্তি করে ফেলেছে ফ্র্যাঞ্চাইজির সঙ্গে। এসবও খতিয়ে দেখতে হবে।’
তবে কোয়াবের সাধারণ সম্পাদক দেবব্রত পালের জোর দাবি, জরিপে ভুল নেই। ফলাফলে কিছু খেলোয়াড় সম্পর্কে তথ্য না থাকলেও তিনি বলছেন, ‘যাদের পাওনা সম্পর্কে তথ্য দেওয়া হয়নি তাদের সঙ্গে আমরা যোগাযোগ করতে পারিনি। তবে জরিপের ফলাফল শতভাগ সঠিক। খেলোয়াড়দের সঙ্গে কথা বলেই এটা করা হয়েছে। এখানে কোনো ভুল তথ্য নেই।’ বিসিবি এবং গভর্নিং কাউন্সিলকে আরও ১০-১২ দিন আগে জরিপের ফলাফল সরবরাহ করা হলেও খেলোয়াড়দের পাওনা মেটানোর উদ্যোগ না নেওয়ায় হতাশা প্রকাশ করেছেন দেবব্রত।
ইসমাইল হায়দার অবশ্য আশ্বাস দিলেন, বকেয়া শোধ না করা ফ্র্যাঞ্চাইজিদের বিরুদ্ধে এবার আক্ষরিক অর্থেই কঠোর অবস্থানে যাচ্ছে বিসিবি, ‘আমাদের আইনের আশ্রয় নেওয়া ছাড়া আর কোনো উপায় নেই। যারা এখনো ৫০ শতাংশ অর্থ পরিশোধ করেনি তাদের আগামী সপ্তাহে উকিল নোটিশ দেওয়া হবে। বিসিবি যেহেতু গ্যারান্টর, ফ্র্যাঞ্চাইজি টাকা না দিলে বোর্ডই খেলোয়াড়দের টাকা পরিশোধ করবে। সে ক্ষেত্রে সংশ্লিষ্ট ফ্র্যাঞ্চাইজির মালিকানা কেড়ে নেওয়া হবে। ফ্র্যাঞ্চাইজিদের অনেক সময় দেওয়া হয়েছে। তার পরও টাকা দিতে না পারলে সেটা তাদের ব্যর্থতা।’
বিপিএলের পাওনা এবং খেলোয়াড়দের স্বার্থসংশ্লিষ্ট আরও কিছু বিষয়ে কথা বলার জন্য বিসিবি সভাপতির কাছে সময় চেয়েছে কোয়াব। আলোচনার বড় বিষয় হতে পারে ঢাকা প্রিমিয়ার ক্রিকেট লিগও। ‘আমরা চাই, এ মাসেই লিগ শুরু হোক। সেটা না হলে খেলোয়াড়দের সঙ্গে আলোচনা করে পরবর্তী করণীয় ঠিক করা হবে’—বলেছেন কোয়াবের সাধারণ সম্পাদক দেবব্রত।

Specifics of the CWAB survey

• According to the survey to which 70 out of the 80-odd local BPL players answered to, four Barisal Burners players - Iftekhar Nayeem, Jubair Ahmed, Alamin Hossain and Mahmudul Hasan - have not received any payments while six others have been paid between 15% to 25%. The survey was conducted in the last 20 days, and updated after the Bangladesh players returned from Colombo on April 2. But CWAB could not extract the information out of Shakib Al Hasan, Tamim Iqbal and Mushfiqur Rahim.
• Out of the seven players interviewed from Sylhet Royals, six have been paid 25%. From champions Dhaka Gladiators, eight players including Mohammad Ashraful and Mashrafe Mortaza have been paid the same amount, as have been ten Rangpur Riders players including Nasir Hossain. The survey also mentioned that Murad Khan has played three matches without signing a contract while Saju Dutta has not been paid any money.
• Four players from Chittagong Kings - Mahmudullah, Aftab Ahmed, Marshall Ayub, Mehrab Hossain jnr - have received 25% while the rest of the interviewed players have either not received pay or paid 10% (Nurul Hasan).

It aint just delay, I'm sensing a big haphazard payments otw here with those direct franchisee-player money dealings as well. As usual another BPL payment drama plotting here. Few points from CI report-

• only two out of seven BPL franchises have been paid 50% of their fees for the 2013 tournament.
• Seven players from Duronto Rajshahi, and eight from Khulna Royal Bengals, have been given 50% of their pay, but other franchises have made haphazard payments.
• number of players have not been paid their daily allowances but the BCB had not taken any steps to address that since being handed the list two weeks ago.
• BPL governing council secretary Ismail Haider Mallick claims, "around 70% of the names mentioned on the list are players who have taken direct payment. They have broken the rules [stated in their contract] and [as a result] we are not liable."
• Mallick said: "The players are claiming pay for their full amount, but those who have been quoted at more than their ceiling price, the extra amount is supposed to be distributed accordingly to the BCB (60%), Game On Sports (10%), and then the players (30%)."

If the tournament is going to continue, here is what I would like to see for the payment regulations:

1. Dissolve the two most unprofessional franchise.
2. A franchise can field only 2 overseas players in the starting XI with a max of 4 in a squad. Not more than 2 players can be purchased from the same country.
