Even 2yr olds got plot in huge housing graft

A taskforce of the National Coordination Committee (NCC) to Combat Corruption and Serious Crimes designated to investigate National Housing Authority (NHA) yesterday revealed corruption of the authority officials and employees as cavalier as allotting housing plots to even two-year old children.

The dishonestly allotted plots which had actually been marked as compensations to victimised citizens are situated in the capital's Mohammadpur and Mirpur areas.

The taskforce also revealed that the corrupt officials and employees often created such rehabilitation plots by changing the government's master plan, and even by acquiring lands marked for parks, playgrounds, lakes, and even graveyards -- just to allot those to their favoured applicants.

Taskforce members, who have been working relentlessly for the last four months, checked 2,000 files of such rehabilitation plots and so far found irregularities in allotments of 904 plots with a total present market value of Tk 400 crore. Many of the allottees even got multiple allotments under different pseudonyms.

The allottees submitted fake wills, fake case numbers, fake bank account numbers, and fake award slips to get the allotments in collusion with the corrupt officials and employees of the housing authority, taskforce sources said.

Besides, the taskforce found out that many unscrupulous allottees ended up encroaching on more land than they had been allotted, maintaining an unholy nexus with the corrupt NHA officials and employees.

The taskforce investigated five plots in Lalmatia Housing Estate in Mohammadpur finding such encroachment in every case. The value of the encroached land was estimated at Tk 2.5 crore.

The taskforce officials also said 71 people were recruited to NHA without following any government rules and regulations, most of whom had to pay Tk 4 lakh to Tk 5 lakh to a former minister and some others of the immediate past elected government for the jobs.

The sources said many people who bribed the corrupt NHA officials to get jobs, neither actually got any job nor did they get their money back, who are now visiting the taskforce office hoping to get their money back.

The sources told reporters in the task force office at NHA yesterday that they prepared a list of 150 corrupt officials and employees, whose ranks range from former chairmen to class VI employees. The sources also said 100 of the corruptionists were identified as most wanted.

A task force official seeking anonymity said the value of NHA officials' and employees' illegally accumulated wealth is no less than several hundred crores of taka.

The official hinted that the taskforce might ask the corrupt officials and employees of the housing authority to surrender to the government their illegally amassed wealth and properties, just like the corrupt officials and employees of Titas Gas Transmission and Distribution Limited had done.

The taskforce sources said a class IV employee of NHA has a six-storey building in Mirpur and a luxury automobile worth about Tk 50 lakh.

The sources also said they unearthed a large syndicate of corrupt officials and employees at NHA who the taskforce is planning to arrest.

NHA often leases out government land to people for many different purposes in exchange for set rates of lease payment.

Although according to official documents the corrupt officials supposedly leased out many such plots for Tk 15,000 to Tk 20,000 each, they had actually taken about Tk 2.5 lakh for each plots from the lessees.
