You seem to think BCB has full control and knowledge of everything, they don't. The best they can do is try and find out and then refer him to medical team, Mustafizur didn't allow them to find out, hence no examination from medical team
He got smashed on his feet with a hard ball. That alone qualifies for an X-ray. There are plenty of hospitals where you can get X-rays here in Bangladesh. They are not some kind of new technology and every hospital have them.

Mustafizur is not an expert on health and it's common for players to have a little bit of pain here and there due to all that work out. He probably thought it was nothing and rest and painkillers would get rid of it.

They would have obviously done assessments in India, if Mustafizur says he's fine, it means Drs over there said it's fine.

Further the amount of xrays you can get in a short period of time is limited

I've had fractures from sports before and you know instantly, it's not a niggle, hence if you go back to IPL thread I said instantly it was a broken toe from Mustafizurs reaction

Could BCB acted more on the side of caution, yes of course, but at the same time they can't treat players like kids, they're professional athletes and Mustafizur is experienced enough now and he failed to act properly
