My List of winners would be ...
Cricketer of the Year
Dhoni - Reasons 50+ avg in Tests, 70+ avg in ODI's , Above avg. Wicket keeping and leading India to win almost everything under him this year.
Test Player of the Year
Gambhir - Reasons 84+ avg ..against Aussies (won the series for us) ,SL (in SL) and NZ (in NZ) cant ask for more ! Samaraweera was good as well (similar avg.) but some of his scores are on dead tracks at Pak and not as strong oppositions as Ghambhir's
ODI Player of the Year
Dhoni ..same reason as above
Emerging Player of the Year
Jesse Ryder or Peter Siddle .. this is a tough one.But both will dominate World cricket in the future
Twenty20 International Performance of the Year
Umar Gul 5-6 v New Zealand ..am not sure we will ever see these figures again !

This list was then sent to the ICC's independent panel of 25 members - including two South Africans, Allan Donald and Manthorp - to vote for the shortlist of the top four contenders in each category.
The independent panel included former players Ian Healy, Ramiz Raja, Athar Ali Khan, Allan Donald, Bob Willis, Sidath Wettimuny, Srinivas Venkataraghavan, Ian Bishop, Jeremy Coney, Dave Houghton, Roland Lefebvre. The media was represented by Jim Maxwell (Aus), Osman Samiuddin (Cricinfo's Pakistan editor), Sayeed Uzzaman (Ban), Neil Manthorp (SA), Scyld Berry (Eng), Ramil Abeynaike (SL), Sharda Ugra (Ind), Fazeer Mohammed (WI), Richard Boock (NZ), Enock Nuchinjo (Zim) and Jon Coates (Associates). The officials were ICC referees elite panel representative: Alan Hurst; ICC umpires elite panel representative: Billy Bowden and chairman of the ICC cricket committee: Clive Lloyd.

I feel for the SA'an players, fans and the cricketing officials. More over, this award ceremony will be held in SA this year. What a bummer. #1 in test and ODIs yet not a single player in any of the short list. Farce it is.

People think too much of stats.....Taking 5 wicket against a SA Aussie or Indian Batting line up should be worth much more that WI or zimbabwe...Otherwise there wont be a no1 ranked team and a no8 ranked team...all team should have been equal standard....
Plus condition also counts. It is easy for seamers to take wickets in a track and condition that allows for seam movement. The true test is when a spinner can take wickets on a track that doesnt assist spin bowling....
As for Shakib his bowling has been world class but wasnt the best bowler of the year neither was he the best batsmen of the year. He is the best utility cricketer in the world at the moment but that cannot win someone the cricketer of the year award...

Funny that SA is the world's #1 in both Test and ODI and Shakib is the world's #1 ODI allrounder - both are NOT in the list!

It was expected that Sakib won't make it.
It's not only about stats and ranking. If so then what is the need for nomination and voting? Just hand it over to the best ranked player during the period.

Do you think, there is a criteria in the ICC for personal performances that a 5-wicket haul against Australia count more than that against the WI? If so, it should be reflected in the ICC rating and the rating says who is the #1.
I do not see, if he is the best utility player, his stats are very good and he is the #1 in the ICC allrounder list, should he miss the cut just because he did not play enough matches against India or Australia?

If he doesn't make the Test Team of the Year XI or ODI Team of the Year XI than you can vent your anger but just wait a little bit.
I expect him to be shoe in for the ODI XI ... Maybe Dan Vettori takes his spot Test XI, I would have no gripes with that either

I agree with. I'm convinced that he will be in the ODI XI but I'm in doubt about his Test XI inclusion.
