Default No More Politician President and directors after 2012 (Board president must be elected)

The ICC has given its member boards two years to become democratised and free from government and political interference in a bid to improve governance within the game. The ICC unanimously supported the proposal to amend its constitution for member boards to have free elections at its ongoing annual conference in Hong Kong.

Haroon Lorgat, the ICC chief executive, called it a "significant issue" in which, "by the end of 2012, all member boards must have changed or adopted their constitution to comply with the provisions of free elections and non-interference from government bodies."

The boards most affected by the change are those of Pakistan, Sri Lanka and Bangladesh; in Pakistan the president of the country appoints the board chairman; in Sri Lanka the board is effectively answering to the sports ministry; in Bangladesh all board presidents are government-appointed.

The trio had reservations about the proposal when it was first put forth in a February ICC meeting, though by April, the Pakistan board was the only one formally objecting to it. Soon after the April 4 meeting, Pakistan had sent the ICC a legal notice arguing against the proposal; in effect, they said, they had been asked to remove the head of the country from the constitution of the board. The board also argued that the interpretation of 'government interference' - on security matters for example - could be a murky area.

But a series of very low-key but crucial meetings since then with the ICC, as initially reported by ESPNcricinfo, have led to both sides finding a way forward; the ICC has asked member boards to implement the provisions by June 2012 but given them a grace period of an extra year till June 2013 before the possibility of sanctions will be considered. This was a deadline suggested by the three boards. If, by June 2012, enough progress has not been made on the provisions according to the ICC, then they will provide a generic constitution to the boards and ask them to work towards implementing that within the following year. Failing that, the possibility of sanctions - and suspension of membership - remains.

"We had discussions with the ICC over the last few months and we worked on extending the deadline for this amendment," Subhan Ahmed, the Pakistan board's chief operating officer, told ESPNcricinfo. "This now gives us time, effectively 24 months, to discuss with our own government what the ICC wants and how to go about implementing that."

The prospect of changing the PCB constitution to remove the role of the president is not a straightforward one but the ICC is willing to work with Pakistan - and other boards if needed - in bringing about the change. "As every other board, including Sri Lanka and Bangladesh, are agreeing to it, then we will also try to implement it as much as is possible and the ICC might also be willing to facilitate," Ahmed said. One of the ideas discussed includes the possibility of ICC officials visiting Pakistan to explain to the government precisely what the changes imply.

The change is something the ICC has been keen on for some time, to try and bring governance of cricket in line with other global sporting bodies such as FIFA and the IOC.

Lorgat said there would be no immediate sanctions and an assessment of progress would be made only after 24 months. "In the next 12 months, boards should be working towards free elections and we will assess the matter again in the 2012 annual conference ... we will try and assist those boards for another 12 months before we apply any sanctions."

When asked how the ICC and member boards would stay clear of government involvement and yet permit the non-compliance over bilateral series in the FTP due to political problems between nations like India and Pakistan, Lorgat said, "I fully realise it is a complex topic and that is why we have allowed for boards to debate, discuss and consider this issue over the next 12 months with their respective authorities.

"We will provide whatever support we can but I do believe it is a step in the right direction. We will work with those boards that need to unravel themselves from government departments."

Lorgat called it the "first step" towards better governance across cricket. "A start in trying to achieve good governance is that governing boards are governed by themselves, in other words, non-interference. So that through a democratic election process you get the right people to run the sport in the country. That's the first step. Thereafter those people have to engage with their counterparts in world cricket to ensure that they govern professional cricket in the best possible way."

It's a good sign. Governments and Cricket should never have been together in the first place. It's a marriage of disaster. In Pakistan, I can't believe that the PM is involved personally.

ICC gives 2 years to reform BCB

Hong Kong, June 30 (bdnews24.com/Reuters) — Bangladesh, Sri Lanka and Pakistan have been given a maximum of two years to reorganise their boards.

The direction comes after the International Cricket Council (ICC) ordered its members to free themselves from government interference or face sanctions.

The ICC annual conference upheld a constitutional amendment to provide for the principle of free elections and the independence of member boards, cricket's governing body said in a statement on Thursday.

"It was agreed that all member boards must implement the provisions before annual conference in June 2012 and a further 12 months (to June 2013) would be allowed before any sanctions would be considered," the statement read.

"It was a well-established principle of modern sporting governance that national federations should be autonomous and free from interference from government in the administration of their affairs."

The decision means administrative reforms will be required in at least three Test playing nations.

In Pakistan, the cricket board chief is appointed by the country's president, who is designated chief patron of the board.

Sri Lanka Cricket has an interim body which requires issues such as team selection to be approved by the sports ministry, while the Bangladesh board chief is appointed by the government.

In a separate matter at the meeting, non-Test playing nations expressed disappointment at the governing body's decision to maintain the 12-team format for the Twenty20 World Cups in 2012 (Sri Lanka) and 2014 (Bangladesh).

"The ICC acknowledges their disappointment but the decision to have 14 teams in the (50-over) World Cup and 12 teams in the ICC World Twenty20 is a return to the current format for ICC events," chief executive Haroon Lorgat said.

The governing body's initial plan was to restrict the 50-over World Cup to 10 Test playing nations for the 2015 tournament and adopt an expanded 16-team format for the Twenty20 event.

However, an Ireland-led protest from the non-Test playing associate nations prompted the ICC to retain the 14-team format for the 2015 World Cup.

I am worried about one thing. Will that elected president be able to get what is needed for BCB form the government or have a say? The way BD runs, I am afraid to dream anything big...

BCB will easily implement it by doing a(n) $election. If wanted they could have done this $election for current president as well.

It is a very good decision taken by ICC. With the law we can be able to get out politician like Lotus who didn't have any knowledge about cricket. He becomes the president of BCB using political power.

Default Government intervention only in security


The ICC will only allow government intervention in cricket in matters related to security, its chief executive Haroon Lorgat has said. In its annual conference in Hong Kong which concluded on June 30, the ICC agreed to an amendment to its constitution that would require all member boards to hold free elections in a bid to democratise the governance of the game and do away with political or government interference. But that did not apply to security matters, Lorgat clarified.

"Only in one case will the ICC allow governments to interfere with the affairs of the member board: when there are security issues involved between the two countries, and if any national squad do not tour any other country on security grounds the ICC will accept government's writ," Lorgat told Dawn. Cricket tours to countries have been called off due to government directives, with Australia not touring Pakistan in the past and England refusing to play in Zimbabwe, most notably in the 2003 World Cup.

The boards most affected by the ICC's decision are the PCB, the Bangladesh Cricket Board and Sri Lanka Cricket, though everyone has until 2013 to comply with the provisions of free elections and no political interference in their respective constitutions. The PCB chairman is appointed by the president of the country; all board presidents in Bangladesh are government-appointed and in Sri Lanka the board answers directly to the sports ministry, which on Friday dissolved SLC's interim committee and appointed a new one.

The PCB had objected to the ICC's proposal in April, sending a legal notice. The board had pointed to the issue of government involvement in security matters as evidence that there may be grey areas as a result of the amendment. But a compromise was worked out in meetings before the annual conference where it was agreed that boards would have till 2013 to comply with the new rules. During this period, the boards can discuss and try to resolve any potential problems of implementing the decision. The support for the amendment, Lorgat said, was unanimous.

"Every member country supported the amendment and it was required to make the member countries have a free election system, to hold a democratic process in the administration, which can strengthen the leadership of the board." When asked if the PCB supported it as well, Lorgat said: "Everyone".

The PCB will be discussing the amendment with the Pakistan government. "How we implement this reform will depend on our talks with the government," its chief operating officer Subhan Ahmed told reporters following his arrival in Pakistan from Hong Kong.

The ICC had appointed a Pakistan Task Force (PTT) with its initial aim being to examine ways to ensure international cricket returned to Pakistan. But the task force's objectives were broadened in the aftermath of the spot-fixing scandal to also promote an improvement in governance by the PCB. Lorgat said the task force, led by ECB chairman Giles Clarke, had submitted its state of affairs report along with some recommendations, and its role had ended.

"Now it comes to its logical ending and we have provided the full report by the task force to the PCB. The report has many parts; one relates to the attack on the Sri Lanka cricket team in Lahore in 2009 while another concerns the spot-fixing issues that surfaced in the Lord's Test [between Pakistan and England] in August 2010."

What if the recommendations suggested a return of international cricket to Pakistan? "Then the ICC will encourage the visiting country to go to Pakistan, but again we will accept government's directives over safety and security issues.

Default আইসিসির নীতিমালায় ২০১২ সালে বিসিবির নির্বাচন

বাংলাদেশ ক্রিকেট বোর্ড (বিসিবি)‘র পরিচালনা পর্ষদ আগে থেকেই নির্বাচিত। যদিও সর্বোচ্চ পদে আদিষ্ট হন সরকার মনোনীত ব্যক্তি। গঠনতন্ত্রের এই একটি জায়গাতে সংশোধন করতে হচ্ছে বাংলাদেশ ক্রিকেট বোর্ড (বিসিবি)’কে।

আপত্তি নেই সংশোধন করে নেওয়া হবে বলে হংকং থেকে মুঠোফোনে বাংলানিউজকে জানিয়েছেন বিসিবি সভাপতি আ হ ম মোস্তফা কামাল। মূলত পাকিস্তান, শ্রীলঙ্কা এবং বাংলাদেশ ক্রিকেট বোর্ডে সরকারের অপ্রত্যাশিত হস্তক্ষেপ বন্ধ করতে ফিফার মতো সদস্য দেশের ক্রিকেট বোর্ডে নির্বাচিত কমিটি চাচ্ছে আইসিসি। হংকংয়ে বার্ষিক সভায় অনুমোদও হয়েছে।

এই একটি জায়গায় বড় চ্যালেঞ্জের মুখে পড়তে হচ্ছে শ্রীলঙ্কা এবং পাকিস্তানকে ক্রিকেট বোর্ডকে। পিসিবি এবং এসএলসিতে সরকার মনোনিত ব্যক্তিরা নির্বাহী কমিটিতে দায়িত্ব পালন করেন। তাদের ক্রীড়ামন্ত্রনালয় র অনুমোদন ছাড়া কোন সিদ্ধান্ত হয় না। আইসিসির এই যুগান্তকারী সিদ্ধান্ত বাস্তবায়ন করা গেলে ক্রিকেটও ফিফার মতো কঠিন হতে পারবে। সরকারের হস্তক্ষেপ মুক্ত থাকতে পারবে দেশ দুটির নির্বাচিত কমিটি। বাংলাদেশের ক্ষেত্রেও একই কথা প্রযোজ্য।

আইসিসি সময় বেঁধে দিয়েছে ২০১২ সালের জুনের মধ্যে সদস্য দেশের ক্রিকেট বোর্ডের গঠনতন্ত্র সংশোধনের জন্য। পরের বছর জুনের মধ্যে কমিটি করতে হবে নির্বাচনের মাধ্যমে। আইসিসির বেঁধে দেওয়া সময়ের আগেই বিসিবিতে নির্বাচিত সভাপতি দেখা যাবে। ২০১২ সালের নভেম্বর অথবা ডিসেম্বরে বিসিবির পরিচালনা পর্ষদের নির্বাচন হবে। আইসিসির এই সিদ্ধান্ত বাস্তবায়ন সম্পর্কে বিসিবি পরিচালক ও মিডিয়া কমিটির চেয়ারম্যান জালাল ইউনুস বাংলানিউজকে বলেন,“আইসিসি যদি নির্বাচিত বোর্ড বহাল রাখতে পারে এবং সিদ্ধান্তে কঠোর থাকে তবে আমাদের জন্য ভালো হবে। এখন যেমন কেউ চাইলেই মামলা করে কমিটির কার্যক্রম স্থগিত করে দিতে পারে। সমস্যা তৈরি করতে পারে। কিন্তু আইসিসির নিয়মে কমিটি হলে তার সুযোগ থাকবে না।”

জাতীয় ক্রীড়া পরিষদের ১৯৭৪ সালের ক্রীড়া নীতি অনুযায়ী যে কোন ক্রীড়া ফেডারেশনে নির্বাচিত বা মনোনিত কমিটি দায়িত্ব পালন করতে পারবে। সভাপতির বেলাতেও একই নিয়ম প্রযোজন্য। সেক্ষেত্রে বিসিবি সভাপতির পদে নির্বাচন নিয়ে সরকারী ক্রীড়া নীতিমালাতেও পরিপন্থী কিছু নেই।

বিসিবি সিনিয়র সহ-সভাপতি মাহাবুবুল আনাম আইসিরি এই নিয়ম কার্যকর সম্পর্কে বলেন,“যেহেতু আগামী বছর নির্বাচন আছে। যিনি নির্বাচিত হবেন তিনি ২০১৬ সাল পর্যন্ত দায়িত্ব পালন করবেন। সরকার পরিবর্তন হলেও কোন সমস্যা হবে না।”

সদস্য দেশের ক্রিকেট বোর্ডে নির্বাচনের নিয়ম কার্যকর করা সম্পর্কে আইসিসির সাবেক সভপতি এহসান মামি বলেছেন,“আইসিসির এই সিদ্ধান্তের ফলে পাকিস্তান, ভারত, শ্রীলঙ্ক এবং বাংলাদেশের জন্য ভালো হবে। বিশেষ করে ক্রিকেট বোর্ড অ্যাফেয়ার্সে সরকারের হস্তক্ষেপ মুক্ত থাকতে পারবে।”

এদিকে আইসিসির প্রধান নির্বাহী হারুন লরগাত বলেছেন,“আইসিসির এই যুগান্তকারী সিদ্ধান্ত বাস্তবায়নের জন্য সর্বাত্মক চেষ্টা করা হবে। এর ফলে কার্যকর বোর্ড প্রতিষ্ঠা করা যাবে।”

ফিফার নীতি বিরোধী কোন কাজ করলে বা নির্বাচিত ফুটবল কমিটিতে সরকারী হস্তক্ষেপ থাকলে সংশ্লিষ্ট দেশের ফুটবল ফেডারেশনের ওপর নিষেধাজ্ঞা আরোপ করে ফিফা। ক্রিকেটের ক্ষেত্রেও একই নিয়ম হতে যাচ্ছে।

নির্বাচনের নীতিমালা গঠন এবং নির্বাচিত কমিটি গঠনের জন্য যথেষ্ট সময়ও দিয়েছে আইসিসি।
