I think we should have a separate thread on the news about Tipai Dam. It's a very important issue for Bangladesh and we should keep ourselves updated.

টিপাইমুখ বাঁধ নিয়ে বিশেষ প্রতিনিধি পাঠানো হচ্ছে: প্রধানমন্ত্রী

প্রধানমন্ত্রী শেখ হাসিনা বলেছেন, তাঁর সরকার দেশের স্বার্থ সংরক্ষণে যথেষ্ট সচেতন। আর দেশের স্বার্থ কীভাবে রক্ষা করতে হয়, তাও আওয়ামী লীগের জানা আছে।
শেখ হাসিনা বলেন, ‘ভারতের টিপাইমুখ বাঁধ নির্মাণ-সংক্রান্ত খবর পাওয়ার পরপরই বাংলাদেশের পক্ষ থেকে ভারতের সঙ্গে যোগাযোগ করে আমরা ব্যাখ্যা চেয়েছি।’ এ ব্যাপারে বিশেষ প্রতিনিধি পাঠানো হচ্ছে বলেও তিনি জানান। আজ বুধবার সংসদে নির্ধারিত প্রশ্নোত্তর পর্বে স্বতন্ত্র সাংসদ মোহাম্মদ ফজলুল আজিমের এক সম্পূরক প্রশ্নের জবাবে প্রধানমন্ত্রী এ কথা বলেন। খবর বাসসের।
প্রধানমন্ত্রী অভিযোগ করেন, বিএনপি ক্ষমতায় থাকলে টিপাইমুখ নিয়ে এক কথা বলে আবার বিরোধী দলে থাকলে আরেক কথা বলে। প্রধানমন্ত্রী বিএনপি-জামায়াত জোট সরকারের পানিসম্পদমন্ত্রী উদ্ধৃতি দিয়ে বলেন, তিনি সেই সময় বলেছিলেন, টিপাইমুখ বাঁধ নির্মাণ হলে বাংলাদেশের স্বার্থ ক্ষুণ্ন হবে না। অথচ এখন চিঠি দেওয়াসহ আন্দোলন-হরতালের কথা বলছেন।
তিস্তা পানি চুক্তি সম্পর্কে প্রধানমন্ত্রী বলেন, ‘আমরা এ ব্যাপারে উদ্যোগ নিয়েছি, আলোচনা চলছে। আজ হোক, কাল হোক, তিস্তা চুক্তি হবেই। আমরা যখন ধরেছি, তখন করবই।’
ইন্দিরা-মুজিব চুক্তি বাস্তবায়ন প্রসঙ্গে প্রধানমন্ত্রী বলেন, ‘সারা বছর শুনে আসছি এ চুক্তি গোলামি চুক্তি। অথচ বিরোধী দল এখন দাবি করছে এই চুক্তি বাস্তবায়ন হয়নি কেন?’
শেখ হাসিনা বলেন, ‘আমরা ২১ বছর পর ক্ষমতায় এসে গঙ্গার পানির হিস্যা এনেছি; সীমানা চুক্তি করেছি।’ বিরোধী দলের নেতার উদ্দেশে তিনি বলেন, ‘এতে করে বেশ কিছু জায়গাও দখল করতে পেরেছি।’

টিপাই চুক্তির প্রতিবাদে ক্ষোভে ফুঁসছে সিলেট : প্রতিমন্ত্রী বললেন, এটা ভারতের অভ্যন্তরীণ বিষয়

টিপাইমুখ বাঁধ ও জলবিদ্যুত্ প্রকল্প নির্মাণে চুক্তির প্রতিবাদে ক্ষোভে ফুঁসছে সিলেট। নিন্দা ও প্রতিবাদমুখর রাজনৈতিক সামাজিক সাংস্কৃতিক সংগঠনগুলো। বাংলাদেশ সরকারের সংশ্লিষ্ট মন্ত্রণালয়গুলোর নীরবতায় বিক্ষুব্ধ সবাই।
ওদিকে পানিসম্পদ প্রতিমন্ত্রী আলহাজ মাহবুবুর রহমান মুখ খুলেছেন গতকাল। তিনি বলেছেন, টিপাইমুখে বাঁধ নির্মাণ ভারতের অভ্যন্তরীণ বিষয়। এটা নিয়ে বাংলাদেশের করার কিছু নেই। গতকাল একটি বেসরকারি টেলিভিশন চ্যানেলকে দেয়া সাক্ষাত্কারে তিনি এসব মন্তব্য করেন। তিনি বলেন, ভারতের সঙ্গে আমাদের এমন কোনো সমঝোতা চুক্তি নেই, যে চুক্তির আওতায় তারা তাদের অভ্যন্তরীণ বিষয় সম্পর্কে আমাদের জানাবে।
অন্য এক প্রশ্নের জবাবে প্রতিমন্ত্রী বলেন, ‘টিপাইমুখে বাঁধ দেয়া নিয়ে ভারতকে বিরত থাকতে বলা পানিসম্পদ মন্ত্রণালয়ের দায়িত্ব নয়। কারণ, ভারতের সঙ্গে পারস্পরিক সম্পর্ক নিয়ে পররাষ্ট্র মন্ত্রণালয় কাজ করে। এ বিষয়ে প্রয়োজনে তারাই কথা বলবে।’
তিনি বলেন, টিপাইমুখে বাঁধ দেয়ার বিষয়টিকে রাজনৈতিক ইস্যু বানানোর চেষ্টা চলছে। আওয়ামী লীগ সরকার গঠনের পর থেকেই একটি পক্ষ এটাকে ইস্যু করতে চাইছে। প্রতিমন্ত্রীর ভাষায়, ‘এই কাজটি যত না দেশপ্রেমের টানে করা হচ্ছে, তারচেয়ে বেশি রাজনৈতিক ফায়দা লুটতেই করা হচ্ছে।’
এদিকে ভারতের উত্তর-পূর্বাঞ্চলীয় রাজ্য মণিপুরের বরাক নদীর ওপর টিপাইমুখ বাঁধ ও জলবিদ্যুত্ নির্মাণে চুক্তি সইয়ের প্রতিবাদ ও নিন্দা জানিয়েছে সিলেটের রাজনৈতিক, সামাজিক, সাংস্কৃতিকসহ বিভিন্ন সংগঠন। প্রতিবাদে সংগঠনগুলোর পক্ষ থেকে বলা হয়েছে, বর্তমান আওয়ামী লীগ সরকারের নতজানু পররাষ্ট্র নীতির কারণে ভারত সরকার টিপাইমুখ বাঁধ নির্মাণ চুক্তি সই করেছে। বিস্তারিত সিলেট অফিসের পাঠানো খবরে।
টিপাইমুখ বাঁধ প্রতিরোধ আন্দোলনের বিক্ষোভ : টিপাইমুখ বাঁধ প্রতিরোধ আন্দোলন সিলেট গতকাল বিকালে এক বিক্ষোভ মিছিল বের করে। কোর্ট পয়েন্ট থেকে শুরু হয়ে মিছিলটি জিন্দাবাজার সড়ক অতিক্রম করে কেন্দ্রীয় শহীদ মিনারে এসে শেষ হয়। মিছিলে অ্যাডভোকেট বেদানন্দ ভট্টাচার্য, ব্যারিস্টার আরশ আলী, জেলা বারের সভাপতি অ্যাডভোকেট এমাদ উল্লাহ, শহীদুল ইসলাম শাহীন, সিকান্দর আলী, আবুল হোসেন প্রমুখ নেতৃত্ব দেন।
সিলেট জামায়াতের প্রতিবাদ সভা : বাংলাদেশ জামায়াতে ইসলামীর কেন্দ্রীয় কর্মপরিষদের অন্যতম সদস্য সিলেট মহানগরীর আমির অ্যাডভোকেট এহসানুল মাহবুব জুবায়ের বলেছেন, বর্তমান আওয়ামী লীগ সরকারের দুর্বল ও নতজানু পররাষ্ট্র নীতির কারণে ভারত সরকার মরণফাঁদ টিপাইমুখ বাঁধ নির্মাণ চুক্তিতে সই করেছে। ভারত চুক্তি সইয়ের মাধ্যমে বাংলাদেশের মানুষের স্বার্থের প্রতি বৃদ্ধাঙ্গুলি প্রদর্শন করেছে এবং প্রমাণ করেছে প্রকৃত পক্ষে তারা বাংলাদেশের বন্ধু নয়।
গতকাল বাংলাদেশ জামায়াতে ইসলামী সিলেট মহানগর, জেলা দক্ষিণ ও জেলা উত্তরের উদ্যোগে ভারত সরকার কর্তৃক টিপাইমুখ বাঁধ নির্মাণের চুক্তিতে সই করার প্রতিবাদে এক আলোচনা সভায় সভাপতির বক্তব্যে তিনি এ কথা বলেন।
মহানগর সেক্রেটারি সিরাজুল ইসলাম শাহীনের পরিচালনায় সভায় বক্তব্য রাখেন মহানগর নায়েবে আমির ডা. সায়েফ আহমদ, জেলা দক্ষিণ আমির মাওলানা হাবিবুর রহমান, নায়েবে আমির অধ্যক্ষ আবদুল হান্নান, সেক্রেটারি মুক্তিযোদ্ধা মতিউর রহমান, জেলা উত্তর জামায়াতের আমির হাফেজ মাওলানা আনোয়ার হোসাইন খান, সেক্রেটারি উপাধ্যক্ষ সৈয়দ ফয়জুল্লাহ বাহার, মহানগর সহকারী সেক্রেটারি ফখরুল ইসলাম, মাওলানা সোহেল আহমদ প্রমুখ।
বাসদের মিছিল : গতকাল বাসদ সিলেট জেলার উদ্যোগে জিন্দাবাজার দলীয় কার্যালয় থেকে মিছিল বের করে নগরীর বিভিন্ন সড়ক প্রদক্ষিণ শেষে কোর্ট পয়েন্টে এসে শেষ হয়। মিছিলের আগে দলীয় কার্যালয়ে এক কর্মী সমাবেশ অনুষ্ঠিত হয়। সভাপতিত্ব করেন জেলা আহ্বায়ক উজ্জ্বল রায়। বক্তব্য রাখেন বাসদ সিলেট জেলা সদস্য অ্যাডভোকেট হুমায়ুন রশীদ সোয়েব, শ্রমিক ফ্রন্ট জেলা সাধারণ সম্পাদক সুশান্ত সিনহা, ছাত্রফ্রন্ট নগর কমিটির সাধারণ সম্পাদক জয়দীপ ভট্টাচার্য প্রমুখ।
সভায় বক্তারা বলেন, ভারত বাংলাদেশকে না জানিয়ে গোপনভাবে এ চুক্তি করল, যা আন্তর্জাতিক আইনের পরিপন্থী। অথচ বাংলাদেশ সরকার এ ব্যাপারে কোনো পদক্ষেপ নেয়নি, যা সরকারের নতজানু পররাষ্ট্র নীতিরই নির্লজ্জ বহিঃপ্রকাশ।
মুক্তস্বরের মানববন্ধন : সিলেট কেন্দ্রীয় শহীদ মিনারে মানববন্ধন করেছে মননশীল তরুণদের সংগঠন মুক্তস্বর সাংস্কৃতিক ফোরাম। গতকাল বিকাল ৪টায় অনুষ্ঠিত এই মানববন্ধনে বিভিন্ন সামাজিক সংগঠনের নেতারা, পেশাজীবী ও ছাত্র-জনতা স্বতঃস্ফূর্ত অংশগ্রহণ করেন।
গতকাল শহীদ মিনারে মানববন্ধন-পূর্ব সমাবেশে বক্তারা বলেন, টিপাইমুখ বাঁধ নির্মাণের জন্য যে কোনো ধরনের চুক্তি করার আগে বাংলাদেশকে জানানোর প্রতিশ্রুতি দেয়া হলেও তা মানেনি ভারত। মনমোহন সিং অঙ্গীকার করেছিলেন টিপাইমুখে এমন কোনো পদক্ষেপ নেয়া হবে না, যাতে বাংলাদেশের ক্ষতি হয়। কিন্তু তিনি তার প্রতিশ্রুতি রক্ষা করেননি। টিপাইমুখ বাঁধ বাংলাদেশের জন্য সর্বনাশ ডেকে আনবে।
সংগঠনের সভাপতি আবুযর রেজওয়ানের সভাপতিত্বে ও সম্পাদক ফায়যুর রাহমানের সঞ্চালনায় অনুষ্ঠিত মানববন্ধন-পূর্ব সমাবেশে বক্তৃতা করেন সিলেট কল্যাণ সংস্থার ভারপ্রাপ্ত সভাপতি জিয়াউর রহমান, রোটারেক্ট ক্লাব অব লিডিং ইউনিভার্সিটি সাবেক প্রেসিডেন্ট আলী হোসেন সুমন, রয়েল ক্লাব অব সিলেট সিটির প্রেসিডেন্ট আইনুল হক রাব্বী, শাহজালাল বিশ্ববিদ্যালয়ের ছাত্র নিয়াজ আহমদ খান, লিডিং ইউনিভার্সিটির ছাত্র সাজ্জাদ হোসেন, সিলেট কল্যাণ সংস্থার সদস্য সচিব আলী আহসান হাবীব, যুগ্ম সদস্য সচিব শাহআলম, সিলেট ইয়েলো পেইজেস লিমিটেডের এমডি মমিনুল হক প্রমুখ।
একতরফা সিদ্ধান্ত বন্ধে পদক্ষেপ নিতে হবে : জামায়াত
টিপাইমুখ বাঁধ ও পানিবিদ্যুত্ কেন্দ্র নির্মাণের জন্য ভারত সরকারের কার্যকর উদ্যোগ গ্রহণে গভীর উদ্বেগ প্রকাশ করেছে বাংলাদেশ জামায়াতে ইসলামীর কেন্দ্রীয় নির্বাহী পরিষদ। বাংলাদেশের বৃহত্তর স্বার্থের কথা বিবেচনা করে টিপাইমুখ বাঁধ ও পানিবিদ্যুত্ কেন্দ্র নির্মাণের ব্যাপারে ভারতের একতরফা সিদ্ধান্তের প্রতিবাদ এবং অবিলম্বে তা বন্ধ করার জন্য প্রয়োজনীয় পদক্ষেপ গ্রহণে সরকারের প্রতি আহ্বান জানিয়েছে জামায়াতে ইসলামী। গতকাল দলের ভারপ্রাপ্ত আমির মকবুল আহমাদের সভাপতিত্বে নির্বাহী পরিষদের এক বৈঠকে এ আহ্বান জানানো হয়।
নির্বাহী পরিষদের বৈঠকে গৃহীত প্রস্তাবনায় আরও বলা হয়, ভারত আন্তর্জাতিক বরাক নদীর ওপর বৃহদাকার টিপাইমুখ পানিবিদ্যুত্ প্রকল্প বাস্তবায়নের কার্যকর উদ্যোগ নিয়েছে। এ লক্ষ্যে ভারত সরকার আনুষ্ঠানিক চুক্তিতে আবদ্ধ হয়েছে। টিপাইমুখ বাঁধ ও পানিবিদ্যুত্ কেন্দ্র নির্মাণে ভারতের একতরফা সিদ্ধান্তের ব্যাপারে বাংলাদেশ সরকারের রহস্যজনক নীরবতায় দেশবাসী ক্ষুব্ধ। টিপাইমুখ বাঁধ ও পানিবিদ্যুত্ কেন্দ্র নির্মাণ করা হলে বাংলাদেশের অপূরণীয় ক্ষতি হবে। এর ফলে বাংলাদেশের কৃষি উত্পাদন ব্যাপক হারে কমে যাবে। বাংলাদেশের উত্তর-পূর্বাঞ্চলের বৃহত্তর সিলেট, ময়মনসিংহ এবং কুমিল্লাসহ ১২টি জেলা সরাসরি ক্ষতিগ্রস্ত হবে। শুধু তাই নয়, বাংলাদেশের জীববৈচিত্র্য ও আবহাওয়ার পরিবর্তন হবে। এতে বাংলাদেশের জনগণ ব্যাপকভাবে ক্ষতির সম্মুখীন হবে। ফারাক্কা বাঁধের কারণে যেমন বাংলাদেশের উত্তর-পশ্চিমাঞ্চলসহ গোটা এলাকা মরুভূমিতে পরিণত হয়েছে, তেমনি টিপাইমুখ বাঁধ ও পানিবিদ্যুত্ কেন্দ্র নির্মাণ করা হলে সারাদেশই বিপর্যস্ত হয়ে পড়বে। এ ব্যাপারে দেশের পানিবিশেষজ্ঞ ও পরিবেশ বিজ্ঞানীসহ বিশিষ্ট ব্যক্তিবর্গ দেশবাসীকে অবহিত করে আসছেন।
সরকার ভারতকে সহযোগিতা করছে : স্বাধীনতার পর থেকে এ পর্যন্ত সব সরকারই এদেশের স্বার্থবিরোধী টিপাইমুখ বাঁধ নির্মাণের বিরোধিতা করেছে। কিন্তু বর্তমান সরকার টিপাইমুখ বাঁধ নির্মাণে ভারতের সঙ্গে আঁতাত ও সহযোগিতা করছে।
গতকাল ঢাকা বিশ্ববিদ্যালয়ের জিমনেশিয়াম মাঠের সামনে এক মানববন্ধন কর্মসূচিতে আন্তর্জাতিক নদী ও পানি বিশেষজ্ঞ ঢাকা বিশ্ববিদ্যালয়ের আইন বিভাগের অধ্যাপক আসিফ নজরুল এসব কথা বলেন। বাংলাদেশ পরিবেশ আন্দোলন (বাপা) এ মানববন্ধনের আয়োজন করে।
আসিফ নজরুল বলেন, ভারত টিপাইমুখ বাঁধ নির্মাণ চুক্তি করে ১৯৯৬ সালের গঙ্গা চুক্তি (ধারা : ৯) সম্পূর্ণ লঙ্ঘন করছে। এটি আন্তর্জাতিক পানি আইনের লঙ্ঘন। বর্তমান সরকার দেশের স্বার্থে কাজ না করে ভারতের স্বার্থে বেশি কাজ করছে, দেশের স্বার্থবিরোধী ট্রানজিট চুক্তি করেছে।
তিনি বিরোধী দলের সমালোচনা করে বলেন, একটি বাড়ির জন্য বিরোধী দল ধর্মঘট ডাকে, কিন্তু একটি জাতীয় বিষয় নিয়ে কেন ধর্মঘট ডাকে না। কেন সাধারণ মানুষকে এক করে না।
শাহজালাল প্রযুক্তি বিশ্ববিদ্যালয়ের অধ্যাপক জহিরুল হক বলেন, টিপাইমুখের সমস্যাটি একটি পরিবেশ ও প্রতিবেশগত বৈজ্ঞানিক ভ্রান্তিজাত রাজনৈতিক সমস্যা। টিপাইমুখ বাঁধ নির্মাণ হলে সিলেট জেলার হাওর অঞ্চল সবচেয়ে বেশি ক্ষতিগ্রস্ত হবে। বাংলাদেশের পরিবেশ ও অর্থনৈতিক বিপর্যয় ঘটবে। সরকারের উচিত এর বিপক্ষে অবস্থান নেয়া।

টক অব দি কান্ট্রি টিপাই মুখ , ভারতে ত্রিমুখী চুক্তিতে সর্বস্তরের উদ্বেগ

গোলাম ফারুক দুলাল: খোদ ভারতের প্রধানমন্ত্রী ড. মনমোহন সিং বাংলাদেশ সফরে এসে বরাক নদীতে টিপাইমুখ বাঁধ নির্মাণ না করার আশ্বাসের আড়াই মাসের মাথায় এ ব্যাপারে একটি চুক্তি সই হয়েছে। আর এ ধরনের আচরণকে কূটনৈতিক শিষ্টাচারের লঙ্ঘন বলেছেন দেশের কূটনৈতিক বিশ্লেষকরা। তারা বলেছেন, বাংলাদেশ ভাটির দেশ হওয়ায় এ বাঁধ নির্মাণের ব্যাপারে যৌথ সমীক্ষা হওয়া জরুরি। একই সঙ্গে সরকারের উচিত অনতিবিলম্বে এ বিষয়ে আসলে কি ঘটছে তা ভারত সরকারের কাছে ব্যাখ্যা চাওয়া।
ভারতের জাতীয় জলবিদ্যুৎ নিগম, এনএইচপিসি, রাষ্ট্রায়ত্ত জলবিদ্যুৎ সংস্থা এসজেভিএন ও মণিপুর সরকারের যৌথ উদ্যোগে কোম্পানি গঠন করে। ভারতের বিদ্যুৎমন্ত্রী ও মণিপুরের মুখ্যমন্ত্রীর উপস্থিতিতে বরাক নদীতে টিপাইমুখ বাঁধ নির্মাণে সম্প্রতি চুক্তি সই হয়েছে। শুক্রবার বিবিসি বাংলার উদ্ধৃতি দিয়ে বিভিন্ন সংবাদ মাধ্যমে প্রকাশিত এ সংক্রান্ত রিপোর্ট সবার নজরে আসে এবং বিষয়টি টক অব দ্য কান্ট্রিতে পরিণত হয়। এ নিয়ে দেশের রাজনীতিক, কূটনীতিক ও পরিবেশবাদীদের মধ্যে তীব্র প্রতিক্রিয়া দেখা দেয়।
টিপাইমুখ বাঁধ নির্মাণের ফলে দেশের কী ক্ষতি হবে সেটা তো গবেষণাযোগ্য বিষয়, তবে এ নির্মাণ কাজের জন্য চুক্তি স্বাক্ষরের ফলে যে বিশ্বাস ভঙ্গ হয়েছে এ নিয়ে সংস্লিট মহল উদ্বেগ ও উৎকণ্ঠা প্রকাশ অব্যাহত রেখেছেন ।
তাদের পরামর্শ হচ্ছে, অনতিবিলম্বে ভারত সরকারের সঙ্গে যোগাযোগ করা এবং কিভাবে তারা এ বাঁধ নির্মাণ করতে চায় তা জানতে চাওয়া । কারন এ বিষয়ে জানার অধিকার বাংলাদেশের রয়েছে। এ বাঁধ হলে সুরমা কুশিয়ারায় খুব প্রাকৃতিক কারণেই পানির প্রবাহ অনেক কমে যাবে। ফলে আমরা ক্ষতিগ্রস্ত হব। সরকারের কাছে তাদের অনুরোধ অতিসত্বর এ বিষয়ে আলোচনার পদক্ষেপ নিন এবং যৌথ সমীক্ষা ছাড়া ভারতের এটা করা উচিত না । সংস্লিটরা আরো মনে করেন ,ভারতকে অবশ্যই আমাদের টেকনিক্যাল ইনফরমেশন শেয়ার করতে হবে। ভারত এ বাঁধ নির্মাণের সময় অবশ্যই বাংলাদেশকে যেমন জানাতে হবে, তেমনি মণিপুরের পাশের রাজ্য নাগাল্যান্ড ত্রিপুরাকেও জানাবে।
এটি আন্তর্জাতিক নদীবিষয়ক আইনেই স্পষ্ট করা আছে। কোনো নদীতে বাঁধ নির্মাণের ফলে আশপাশের অঞ্চলের কোনো ক্ষতি যেন না হয় তা যারা বাঁধ নির্মাণ করছে তাদেরই স্পষ্ট করতে হবে। তারা বলেন, ভারত যদি টিপাইমুখে ব্যারাজ নির্মাণ করে নদীর পানি তুলে নিয়ে যায় তাহলে আমরা নদীর পানি থেকে বঞ্চিত হব এবং আমাদের দেশের ব্যাপক ক্ষতি হবে, যা আমাদের সঙ্গে গঙ্গা নদীর ক্ষেত্রে ঘটেছে। কিন্তু যদি ভারত ড্যাম নির্মাণ করে বিদ্যুৎ উৎপাদন করে তাহলে যে টারবাইন দিয়ে বিদ্যুৎ উৎপাদন হবে সেটি না ঘুরলে বিদ্যুৎ উৎপাদন হবে না। পানি যত দ্রুত যাবে এবং টারবাইন যত জোরে ঘুরবে তত দ্রুত বিদ্যুৎ উৎপাদন হবে। সেক্ষেত্রে অবশ্যই নদীর পানি ধরে রাখা যাবে না, নদীর পানি ছেড়ে দিতে হবে। তখন আমরা নদীর পানি পাব। তাই ব্যারাজ নির্মাণ করলে আমরা ক্ষতির শিকার হব। আর ড্যাম নির্মাণ করলে আমরা বিপদে পড়ব না। ভারত আসলে কি করছে সেটি আমাদের স্পষ্ট করে জানা দরকার।
এ ব্যাপারে বাংলাদেশের আগ্রহের বিষয়টি উল্লেখ করে তারা বলেন, ভারতের অভ্যন্তরীণ বিষয়ে আমাদের তেমন নাক গলানোর প্রয়োজন ছিল না। কিন্তু এর ফলে আমরা ঝুঁকির মধ্যে পড়তে পারি চিন্তা করেই আমরা এ বিষয়টি নিয়ে এত কথা বলছি। তাই ভারত সরকারের উচিত আমাদের বিষয়টি খুব ভালোভাবে স্পষ্ট করে বলা।
বরাক নদীর ওপর টিপাইমুখ বাঁধ নির্মাণ সম্পর্কে দিল্লির একটি সূত্র থেকে জানা গেছে ,এ বিষয়ে ত্রিপক্ষীয় মেমোরেন্ডাম অব আন্ডারস্ট্যান্ডি (এমওইউ) দুবছর আগেই সম্পন্ন হয়েছে। ভারতের জাতীয় জলবিদ্যুৎ নিগম, এনএইচপিসি, রাষ্ট্রায়ত্ত জলবিদ্যুৎ সংস্থা এসজেভিএন ও মণিপুর সরকারের মধ্যে এই এমওইউ হয় দুবছর আগে। ২২ অক্টোবর সেই চুক্তিটি কেবল রিনিউ হয়। রিনিউ করার অর্থ চুক্তিটি জিইয়ে রাখা। আগামীকালই কাজ শুরু করে দেয়া নয়। দিল্লির সিদ্ধান্ত অনুযায়ী আপাতত বাঁধটি নির্মাণ হবে না। দিল্লি আন্তর্জাতিক নিরপেক্ষ একটি সংস্থা দিয়ে বাঁধ নির্মাণের গ্রহণযোগ্যতা যাচাই করে দেখবে। বাংলাদেশ সরকারের পক্ষ থেকে এ বাঁধ নির্মাণের আপত্তি জানানোর কারণেই ভারত সরকার এ সিদ্ধান্ত নিয়েছে। এ বাঁধ নির্মাণের ফলে বাংলাদেশের সুরমা ও কুশিয়ারা নদীর কোনো ক্ষতি হবে কি না এবং ভারতের মণিপুর রাজ্যের জনগণের ওপর এর কোনো প্রভাব পড়বে কি না সেটাই খতিয়ে দেখবে আন্তর্জাতিক ওই সংস্থা।
এ ব্যাপারে পানি সম্পদ প্রতিমন্ত্রী মানব জমিন কে দেয়া এক সাক্ষাতকারে বলেছেন এব্যাপারে কিছু করার নাই ।একই সময় পররাষ্ট্রমন্ত্রী ডা. দীপু মনি চাঁদপুরে তার নিজ নির্বাচনী এলাকায় বিভিন্ন আনুষ্ঠানিকতায় যুক্ত ছিলেন বলে জানা গেছে সেখানে তিনি তিস্তার পানি চুক্তি নিয়ে কথা বললেও টিপাইমুখ বাঁধ নিয়ে কোনো মন্তব্য করেননি।
এদিকে শনিবার রাত সাড়ে ৯টায় পররাষ্ট্রমন্ত্রণ লয় এক ই- মেইল বার্তায় এ ব্যাপারে ব্যাখ্যা পাঠিয়েছে। বহির্প্রচার অণুবিভাগের মহাপরিচালক শামীম আহসান ঐ বার্তায় জানান, ভারতের ন্যাশনাল হাইড্রোপাওয়ার করপোরেশনের ২৪ অক্টোবরের সংবাদ বিজ্ঞপ্তিটি ঢাকা অবগত হয়েছে। তিনি বলেন, ভারতের পররাষ্ট্রমন্ত্রণ লয়ের সঙ্গে যোগাযোগ করা হয়েছে এবং তারা আস্বস্ত করেছে। সোমবার ভারতের পররাষ্ট্রমন্ত্রণ লয় বিস্তারিত তথ্য জানাবে।
উত্তর-পূর্ব ভারতের মণিপুরে, বরাক নদীর ওপর টিপাইমুখ বাঁধ ও জলবিদ্যুৎ কেন্দ্র নির্মাণের জন্য ভারতের জাতীয় জলবিদ্যুৎ নিগম, মণিপুর সরকার ও আরও একটি রাষ্ট্রায়ত্ত সংস্থা একটি যৌথ উদ্যোগের কোম্পানি গঠন করেছে। এ ব্যাপারে একটি চুক্তি ভারতের বিদ্যুৎমন্ত্রী ও মণিপুরের মুখ্যমন্ত্রীর উপস্থিতিতে সম্প্রতি সই হয়েছে। চুক্তিটিতে বলা হয়েছে, টিপাইমুখ বাঁধ ও জলবিদ্যুৎ উৎপাদন কেন্দ্রটি তৈরি করবে নতুন জয়েন্ট ভেঞ্জার কোম্পানি। এতে এনএইচপিসির ৬৯ শতাংশ, এসজেভিএনের ২৬ শতাংশ আর মণিপুর সরকারের ৫ শতাংশ শেয়ার থাকবে। বলা হচ্ছে, টিপাইমুখ প্রকল্পটির সাহায্যে জলবিদ্যুৎ উৎপাদনের পাশাপাশি বরাক নদীতে বন্যা নিয়ন্ত্রণও করা যাবে। ওই প্রকল্পে ১৬২ মিটার উঁচু বাঁধ থাকবে, বিদ্যুৎ উৎপাদনের ৬টি ইউনিট থাকবে, যার প্রতিটির বিদ্যুৎ উৎপাদনের ক্ষমতা থাকবে ২৫০ মেগাওয়াট করে।
মণিপুর সরকারের মুখপাত্র ও রাজ্যের সেচ ও বন্যা নিয়ন্ত্রণমন্ত্র এন বীরেন সিং বিবিসিকে জানিয়েছেন, যে তারা টিপাইমুখ প্রকল্প গড়ে তুলতে বদ্ধপরিকর। তিনি বলেন, সরকারের নীতি খুবই পরিষ্কার, টিপাইমুখ প্রকল্প হবেই। কেন্দ্রীয় সরকারের আর্থিক সহায়তায়, বিশেষত উত্তর-পূর্ব ভারত উন্নয়ন দফতরের জন্য টাকা দেবে। মণিপুর সরকারের মুখপাত্র ও মন্ত্রী বীরেন সিং আরও বলেছেন, প্রকল্পটি তৈরি হবে এনএইচপিসির নেতৃত্বে রাজ্য সরকার চেষ্টা করছে টিপাইমুখ প্রকল্পটিকে ভারতের প্রধানমন্ত্রী যাতে জাতীয় প্রকল্প হিসেবে ঘোষণা করেন।
শুরু থেকেই বাংলাদেশের বিভিন্ন রাজনৈতিক দল, পরিবেশবাদী সংগঠন ও বিশেষজ্ঞরা এর প্রতিবাদ জানিয়ে আসছেন। এই বাঁধ নির্মিত হলে সিলেট, সুনামগঞ্জ, মৌলভীবাজার, হবিগঞ্জ, ব্রাহ্মণবাড়িয়া, কিশোরগঞ্জ, নেত্রকোনা, নরসিংদী ও নারায়ণগঞ্জসহ দেশের উত্তর-পূর্বাঞ্চলে মারাত্মক পরিবেশ ও আর্থিক বিপর্যয় নেমে আসবে। হুমকির মুখে পড়বে কৃষি, মৎস্য ও জীববৈচিত্র্য। বর্ষাকালে প্রবল বন্যা আর শীতকালে পানির হাহাকার দেখা দেবে। কেননা বরাক নদী বাংলাদেশে প্রবেশ করে সুরমা ও কুশিয়ারায় বিভক্ত হয়ে আবার মেঘনা রূপ ধারণ করে বঙ্গোপসাগরে মিলিত হয়। ফলে উজানে বরাকে বাঁধ দেয়া হলে সুরমা-কুশিয়ারা ও মেঘনা নদীর অববাহিকায় মারাত্মক পরিবেশ বিপর্যয় দেখা দেবে। কেবল বাংলাদেশেই নয়, বাঁধের ফলে মণিপুরও পরিবেশ বিপর্যয়ের মধ্যে পড়বে। যে কারণে দীর্ঘদিন ধরে টিপাইমুখ বাঁধ নির্মাণের বিরোধিতা করে আসছেন মণিপুরের অনেক বিজ্ঞানী ও পরিবেশবিদ।
তারা বলছেন, বার্মা থেকে আসা থুইভাই ও বরাক নদীর সংযোগস্থলের গ্রাম টিপাইমুখে জলাধার ও বিদ্যুৎ প্রকল্প হলে বিরাট এলাকার পাহাড়-জঙ্গল জলে ডুবে যাবে ও অনেক লুপ্তপ্রায় প্রাণিসম্পদ ধ্বংস হবে। গৃহহীন হবেন আর জীবিকা হারাবেন বহু মানুষ। ভূবিজ্ঞানীরা বলছেন, টিপাইমুখ অত্যন্ত ভূমিকম্পপ্রবণ এলাকা। যদি বাঁধ নির্মাণের পর সেটি ভূমিকম্পে ক্ষতিগ্রস্ত হয়, তাহলে ভাটি অঞ্চলে থাকা আসাম ও বাংলাদেশের বড় ধরনের ক্ষতি হবে।

There are no reliable newspapers or tv channels when it comes to this issue...all the coverage simply consists of govt and opposition figures

"Dam is great"
"Desh bikri hoye gelo"
"environmental blah blah blah"
"India is evil"

Even our 'experts' are compromised.

So say, one works off the assumption that India will do what it wants(don't give me international laws/conventions etc etc...India is one of the big boys now, no one is going to force them to toe any lines, especially when it comes to little old Bangladesh), what can we do to limit the damage? Are there any positives at all for us?

টিপাইমুখ বাঁধের প্রতিবাদে আসাম, মণিপুর, মিজোরামে আন্দোলন


ভারতের মণিপুর রাজ্যের চুরাচানপুর জেলার টিপাইমুখে বাঁধ নির্মাণের প্রতিবাদে এবার আন্দোলনে নেমেছে মণিপুর, আসাম ও মিজোরামের একাধিক রাজনৈতিক, সামাজিক এবং স্বেচ্ছাসেবী সংগঠন। শিগগিরই এই সংগঠনগুলো টিপাইমুখ বাঁধ নির্মাণের উদ্যোগের বিরুদ্ধে মণিপুর ও আসামজুড়ে নতুন কর্মসূচি ঘোষণা করবে বলেও জানা গেছে।
টিপাইমুখ বাঁধটি বরাক নদীর ওপর তৈরি করা হলে মণিপুর, মিজোরাম ও আসাম রাজ্যের পরিবেশের ভারসাম্য নষ্ট হবে, নদীর ওপর জীবন ও জীবিকা নির্ভরশীল মানুষের জীবনযাত্রা অচল হবে, নদীর নাব্যতা কমে যাবে, সেচকাজ ব্যাহত হবে, নৌপথ বন্ধ হয়ে যাবে দাবি তুলে তিন রাজ্যজুড়ে আন্দোলনে নেমেছে এই সংগঠনগুলো।
৩০টি স্বেচ্ছাসেবী সংগঠন নিয়ে আসামে গঠিত কমিটি অন পিপলস অ্যান্ড এনভায়রনমেন্ট বা কোপের সাধারণ সচিব পিযুশকান্তি দাস আজ বুধবার প্রথম আলোকে জানান, ‘ইতিমধ্যে ৩০টি স্বেচ্ছাসেবী সংগঠন নিয়ে গড়ে তোলা কোপের উদ্যোগে ২৩ অক্টোবর থেকে ২৭ অক্টোবর পর্যন্ত মণিপুরে টিপাইমুখ বাঁধ প্রকল্পের বিরুদ্ধে জনমত গড়ার প্রচার করি এবং মণিপুরের রাজধানী ইম্ফলে সমাবেশ করেছি। আমরা আমাদের দাবি-সংবলিত একটি স্মারকলিপি আজই ভারতের প্রধানমন্ত্রী, কেন্দ্রীয় পরিবেশমন্ত্রী, শক্তিমন্ত্রী এবং মণিপুর ও আসামের মুখ্যমন্ত্রীর কাছে পাঠানো। আমরা দাবি জানিয়েছি, অবিলম্বে টিপাইমুখ বাঁধ নির্মাণের উদ্যোগ বন্ধ করতে হবে।’ তিনি বলেন, এই বাঁধ শুধু আসাম, মণিপুর বা মিজোরামের ক্ষতি করবে না, এই বাঁধের নেতিবাচক প্রভাব পড়বে বাংলাদেশেও।
পিযুশকান্তি আরও বলেন, আগামী বছর মণিপুর বিধানসভার নির্বাচন। এই নির্বাচনে জয়ের জন্য কিছু মানুষকে হাতে রাখার উদ্দেশ্যে এই উদ্যোগ নিয়েছে মণিপুর সরকার। কিন্তু মণিপুরের সাধারণ মানুষ বিশেষ করে বরাকের মানুষ এই সিদ্ধান্ত মানবে না। তারা এর বিরুদ্ধে তীব্র আন্দোলন গড়ে তুলবে। বলেছেন, শিগগিরই তারা টিপাইমুখ বাঁধ নির্মাণের উদ্যোগের বিরুদ্ধে মণিপুর ও আসামজুড়ে তীব্র আন্দোলনে নামছে। ঘোষণা করছে, নতুন কর্মসূচি।
আন্দোলন করা সামাজিক ও স্বেচ্ছাসেবী সংগঠনগুলো হলো কমিটি অন পিপলস অ্যান্ড এনভায়রনমেন্ট (কোপ), কৃষক মুক্তি সংগ্রাম কমিটি, আসাম মজুরি শ্রমিক ইউনিয়ন, সারা আসাম মণিপুরী ছাত্র সংস্থা, নাগা ছাত্র সংস্থা, অল আসাম মইবা পাইবি, হিন্দিভাষী ছাত্র যুবপরিষদ, সারা আসাম ডিমাসা ছাত্র ইউনিয়ন, মাড় ছাত্র সংস্থা প্রভৃতি সংগঠন। আর রাজনৈতিক সংগঠনগুলোর মধ্যে আছে আসামের এআইইউডিএফ, অসম গণপরিষদ, আসু, এসইউসিআই। এ ছাড়া এই আন্দোলনের পাশে এসে দাঁড়িয়েছে সিপিএম ও বিজেপির নেতারাও।

Common sense says the project is harmful for us. I am originally from Rajshahi. I have watched Padma river dying as the result of Farakkah dam. It's pretty much sure when there will be a dam on Tipai this would dry up our Sylhet portion of the country.

টিপাইমুখ নিয়ে আন্তর্জাতিক আদালতে যাবে না ঢাকা: পররাষ্ট্রসচিব

ঢাকা: টিপাইমুখসহ অভিন্ন নদীর পানি বণ্টন নিয়ে বিরোধ মেটাতে আন্তর্জাতিক আদালাত বা তৃতীয় কোনও পক্ষের কাছে যাওয়ার সম্ভাবনা নাকচ করে দিয়েছেন পররাষ্ট্রসচিব মোহাম্মদ মিজারুল কায়েস।

তিনি বলেন, ‘ভারতের সঙ্গে তিস্তা, টিপাইমুখসহ অভিন্ন নদীর পানি বণ্টন ইস্যুতে দ্বিপক্ষীয় আলোচনাকেই প্রাধান্য দিচ্ছে বাংলাদেশ।’

পররাষ্ট্রসচিব মোহাম্মদ মিজারুল কায়েস বুধবার পররাষ্ট্র মন্ত্রণালয়ে এক সংবাদ সম্মেলনে এ কথা বলেন।

তিনি বলেন, ‘আমরা এগোচ্ছি। দ্বিপক্ষীয়ভাবেই সমাধান হবে বলে আমাদের বিশ্বাস।’

পররাষ্ট্র মন্ত্রণালয়ের আনকস সম্মেলনকক্ষে ‘ওয়ার্ল্ড মার্কেটিং সাম্মিট’ উপলক্ষ্যে আয়োজিত সংবাদ সম্মেলনে সাংবাদিকদের প্রশ্নের জবাবে তিনি এসব কথা বলেন।

সংবাদ সম্মেলনে পররাষ্ট্রমন্ত্রী দীপু মনি উপস্থিত ছিলেন। তবে মার্কেটিং সাম্মিটের ওপর লিখিত বক্তব্য দিয়েই তিনি অনুষ্ঠানস্থল ত্যাগ করেন। তিনি বৃহস্পতিবার বিষয়টি নিয়ে কথা বলবেন বলেও জানান।

এরপর পররাষ্ট্রসচিবকে প্রশ্নবাণে জর্জরিত করেন সাংবাদিকরা।

এক পর্যায়ে পররাষ্ট্রসচিব বলেন, ‘আপনারা ঘুরেফিরে একই বিষয়ে প্রশ্ন করছেন।’

আন্তর্জাতিক আদালতে যাওয়া প্রশ্নের জবাবে পররাষ্ট্রসচিব বলেন, ‘অভিন্ন নদীর পানিবণ্টন নিয়ে দ্বিপক্ষীয়ভাবে সমাধান সম্ভব; অন্যকোনওভাবে সমাধানের প্রয়োজন আছে বলে আমরা মনে করিনা।’

টিপাইমুখ নিয়ে তিনি বলেন, ‘টিপাইমুখে প্রকল্প হচ্ছে এজন্য তো চুক্তি হয়নি। চুক্তি হয়েছে উন্নয়নকাজের (প্রমোটারস এগ্রিমেন্ট)।’

গত ২২ অক্টোবর চুক্তি হলেও এক মাস পর বিষয়টি গণমাধ্যমে প্রকাশের আগে সরকারিভাবে বাংলাদেশ বিষয়টি কেন জানতে পারেনি, সে প্রশ্নের কোনও জবাব দেননি পররাষ্ট্রসচিব। তিনি বলেন, ‘আমরা ভারতের সঙ্গে ঘণিষ্ঠভাবে যোগাযোগ রেখে চলেছি।’

এরপর সাংবাদিকদের পক্ষ থেকে জানতে চাওয়া হয়, ‘চুক্তির পরও বিষয়টি জানতে কেন গণমাধ্যমের প্রয়োজন হলো এবং ভারতের সঙ্গে যোগাযোগ কেমন ঘনিষ্ঠ’। এ প্রশ্নের জবাবে পররাষ্ট্রসচিব বলেন, ‘দেখুন এটি কোনও প্রশ্নই হলো না, তাদের সঙ্গে আমাদের একটি নিগোশিয়েশন (সমঝোতা) চলছে, এখন আমরা কি প্রকাশ্যে মিডিয়ার সামনে সমঝোতা চালাবো?’

তিনি বলেন, ‘আমাদের গতকালের (মঙ্গলবার) সংবাদ বিজ্ঞপ্তিতে দেখেন, সেখানে তো আমরা স্পষ্টই বলেছি, টিপাইমুখে কিছু করার আগে আমাদের সঙ্গে আলোচনা করার প্রয়োজন আছে।’

এক প্রশ্নের জবাবে পররাষ্ট্রসচিব বলেন, ‘গত সেপ্টেম্বরে ভারতীয় প্রধানমন্ত্রী মনমোহন সিংয়ের ঢাকা সফরে ঘটনাচক্রে তিস্তার পানিবণ্টন চুক্তি হয়নি। তবে ওই সফর সফল; কারণ অনেকগুলো চুক্তি হয়েছে।’

So we come back to the issue of what can we do....Again I'd like to repeat, UN bodies, and international law are useless. There are international laws/rulings/resolutions against many countries, but if they are influential, they simply ignore them, or find loopholes to get around them.

IF, India has a sovereign right, and I say, IF, because I haven't looked into this properly, how do we get them to stop. There are groups native to India who will be displaced due to this dam, protesting it, but you get that with any big development project.

It's not about going to UN or international court. Our govt already acts as a supporting body for India in Bangladesh-India common issues. A lot of examples are there. Transit, Tipai Dam, Border Issues etc. Who cares for the country?

They are talking about Teesta water distribution agreement. Does anyone know whether we get proper portion of water as per Farakkah agreement? Any govt ever followed up that? What would an agreement would do if there is no follow up of the results?

I have some pictures of Padma river which I have taken this rainy season. You won't believe it!!! Padma is full of lands even in full season!!! At least 70% of the river bed was full of lands not water!!!!

First of all there is Huge difference between Farakka Dam and the proposed Tipaimukh Dam. Farakka is a DAM to control flow of water between two channels, while Tipaimukh will be a hydroelectric Dam that is used to store water in the upstream at a high water level reservoir and later release the water through the powerplants to the same original flow. it will be a similar DAM like Kaptai Dam.

now in farakka what happens we all know. Indians diverts the water to their desired amount to the part of ganga in india and padma is getting less water. in dry season we get very less. and sometimes in rainy season then they release extra water to BD so it causes flood.

now Tipaimukh will be different. here India is not diverting the water. they will initially build the dam and create the resoirvoir up stream. during that time BD will get very less water. actually not only BD the whole downstream including the india part will get very little year. it may take around three years for the Dam and Powerplants to be ready. During this time there is probability of increase of silt in the whole river bed.

and when the plants are ready and running the river will get lot of water all round the year. in fact even in the dry seasons there will water in the river all along the year. because the indians will want to make sure the DAM doesn't over flow in rainly seasons and they need to release the extra water in spillways. so what will be the effect in Sylhet area ?????

normally now in sylhet we see two different pictures ..... in the Rainly seasons we see water in the Low areas that we call the "Haor-Baors" and thats when the ppl in sylhet do the fishing. and in the dry season we see these haor-baors dry up and turns in paddy fields.

during the intial three-fours years when the dam will be built the haor-baors will be lost. so no fishing. only paddy cultivation. but when the powerplants will start running from then on we will see the haor-baors existing for the whole year. the paddy fields will now be lost. so the farmers in sylhet will have turn in fishermen. the fishermen will be happy as they now can do the fishing all year. now do you think it will be good for sylhet to have the haor-baors for the whole year ????

and finally the spillway effect. spillways are an essential part of a hydro-electric dam. when the water level of the upstream reservoir reaches close to its max level then we have to release excess water through the spillway to ensure the overflow or damage of dam ..... which is very dangerous. when a spillway is opened to release extra water ...... the current in the river will release almost 5-10 times, the level of water may increase 5-15 feet ...... that will cause flood and also Nodi-bhangon.

But whatever the bad sides the effects will be more dangerous at assam, monipur, the indian part which is upstream to Bangladesh will suffer more.

and one thing i firmly believe is it needs a very in depth study to actually determine how good or bad the tipaimukh dam will be for both india and bangladesh.

just think How good or bad kaptai Dam is for rangamati and chittagong ???? if you dont know the answer i will tell later. i worked for around 19 months at kaptai hydro plant. i was in kaptai for 19 months. i know about all the joys and sorrows of people of kaptai, rangamati and chittagong regarding kaptai dam and plant .......

That clears the picture for me a lot.

So, if we can't stop Tipau Dam, what is our alternative solution ??

Can we built a damn or something of that sort on our borders to make sure we dont get flooded with excess water ?? Can we control the flow of water at entry point of our country ??

What I mean, lets flood Assam, Meghalaya, Mizoram that area. Let them get the raw end of both sticks.
As a part of india, I'm sure they will then try to stick it up to Delhi.

If its going to be a problem for us, lets make some for them too.

rabz bhai, you are exactly coming to the point. when india started construction of farakka, BD (we were pakistan that time) actualy had a plan to do that, just built another barrage just inside BD border. if we had built that dam and closed it for 1 months so that no water will enter BD then we could have created such a flood that the farakka dam would have destroyed, india would have flooded seriously.

New Delhi, Nov 23 (bdnews24.com) – Chief of Army Staff General Mohammad Abdul Mubeen will review the passing out parade of India's premier National Defence Academy near Pune in the country's western state of Maharashtra on Nov 29.

The Indian Army has invited Gen Mubeen to be the reviewing officer of the passing out parade of the 121st course of the NDA at Khadakwasla near Pune.

The Bangladesh army chief will be the third foreigner to take the salute of the newly passed out cadets of the prestigious institution after late Chinese premier Chou En Lai and former chief of then Royal Nepal Army Gen P J Thapa.

Gen Mubeen will be visiting the prestigious military training institute during his six-day tour to India. He will meet the chiefs of the Indian Army, Navy and Air Force in New Delhi and will also visit Paratroopers' Training School at Agra in the northern Indian state of Uttar Pradesh. He is also likely to visit Indian Army's Eastern Command at Fort Williams in Kolkata.

His visit to India is a reciprocation of a similar tour by chief of the Indian Army Gen V K Singh last June.

"The Bangladeshi Army chief's visit is a good thing to happen to the academy," NDA commandant Lt Gen Jatinder Singh told journalists in Pune recently.

Dhaka and New Delhi have over the past few months been trying to strengthen bilateral military-to-military relation.

Bangladesh and India may hold a number of joint operations next year.

Chou En-Lai was the chief guest for the NDA's passing out parade in Dec 1956, and Gen Thapa was the chief guest in Nov 2004.

Just want to add few things here. We are ignoring the risk of earthquake. As far as I know it will be on the seismic fault line of three tectonic plate and the this tipaimukh will increase the earthquake risk tremendously. This will also create crisis of drinking water vais. Soil fertility will be reduced and will cause declination of crops

As Sagor vai mentioned about Farakka, there was a plan to create an alternate dam in reply of Farakka during Pakistan period but Bangladesh govt unfortunately didnt have the spine to create anything like that and now I dont see a ray of hope about TipaiMukh either.

It was supposed to be built near Bheramara, Kustia. (Shagor bhai can you please confirm?). No govt could go forward with this plan in last 40 years. Too much international and local political risks involved.

I am not sure whether you have visited the Farakkah affected area in Bangladesh in last few years. If you did then I think, you wouldnt come up with this conclusion.

Another thing...Gandhi quote is great. But when you are a leader of your country men you have to think how to protect their lives and properties and future. That's why you are a leader.

The world is not a fair place. You have to show that you are capable enough to protect yourself and attack at times when needed. Otherwise others will always "take away your eyes and you will remain blind for the life time."

Brother, if We did that then I think India would atleast think twice before playing with our innocent lives. And there is no such thing as moral high ground when you have human life at stake. I am sorry but I cant agree with you on that point.
