TBH his logic makes sense though. PM> friend>bostir chele. Friend can make bostir chele inhale emissions from his car because he is greater than bostir chele, while PM being greater than friend can make him/her wait until w/o a/c until her motorcade passes by. Since everyone is not born equal, she has more power to exercise over the friend and the friend has over the bostir chele.
Having said all that, I hate the fact that in bd due to security reason they stop traffic whenever a PM moves about. As it is the traffic is unbearable but when this happens I get really pissed. I would rather the PM move about in a helicopter if security on the road is such an issue.
