There will be no 11 Test team in near future.
Big 3, AUSTRALIA in particularly, is the worst chamcha. They want to hold on to the their slightest bump in revenue. Pathetic. They WILL NEVER VOTE for another mouth to feed.
Afghanistan stands zero chance of test status. No long term local infra structure can be created with unstable political climate. May be 20 years from now, when all the old guards are dead, may be if we still have Test cricket, Ireland would be in next.

Realistically very few teams have a shot.
Ireland, Afghanistan, Scotland,Nepal,Namibia.
The last two have decades to go yet, but since the sport is played by natives if given support over time they can make the grade.
Scotland, struggle to see them improving much from their current position. Will always remain where they are now in my opinion.
Afghanistan, definitely in with a shot soon. Contrary to a post earlier they actually have a solid domestic infrastructure including a 4 day competition.
But since the "Test Challenge" is to my knowledge going to go down in history and stats as a test match, then the side who wins the IC Cup will become the 11th side to play tests. As Afghanistan and Scotland are currently way off the pace I'll have to say Ireland are most likely.

Test challenge only first class, not a Test. But apparently Richardson has some proposals that might change everything.

With 2 divisions its a question of not who will be 11th thats Ireland,Holland is currently 12th a real shock to the system they only play one dayers at home,Afghanistan and Scotland are a bit of a way behind as is Namibia.Time will tell.

Afghanistan has better bowlers than Ireland and much faster. Afghan batting needs more correcting otherwise they seem not far away from coming into the test arean.

Ireland, ICC is already in discussion on this. If BCCI gives up the revenue, Ireland will have test status and Intercontinental Cup champion will get the last position in 5 team second division.

^Thats good news. Ireland should be rewarded for the test status and shouldn't have to play the Test challenge to get in. They've done more than enough to get the Test status in my opinion. They should have playoff team between Zimbabwe and Ireland to see who wins and that team should play the best associate, which would most likely be Afghanistan.

None of the above. Both Afghanistan and Ireland have strong starting XI, but to be a test team you have to have sustained depth in personnel, not to mention self-sustaining domestic tournaments and infrastructure. Will the Leprechauns keep playing the usual suspects - Stirling, O'Brien brothers etc till they are 50? Same issue with Afghanistan.

All cricket fans want the game to spread, but giving test status to teams that are not ready for it actually would hurt the game development in that country. It doesn't serve any purpose for that country to get slaughtered repeatedly in test matches.
What the ICC needs to fix, and its way overdue, is give the next rung associates - the likes of Ireland, Afghanistan, Netherlands etc a good amount of short format games every year, at least against the lower ranked test teams. They have enough money to schedule some new-name tournament to reward the top associate teams. It would be good practice for the lower ranked teams such as Zimbabwe etc anyway who are also in need of match practice. ICC treats associates as lowly step-children instead of grooming them as the next generation of cricket.
I see the next couple years as a golden opportunity to grow the popularity of the sport in countries like Afg, Ireland, Netherland, UAE etc. This is a rare window where these teams are actually competitive enough to win a few games and gain new fans in their respective countries. Its a bloody win-win and the stupid ICC is too busy being fat, lazy and satisfied with the monies it gets from the test nations.
How great would it be to have a "Next-Gen" Tournament with the top 2 associates winning the right to play a season of domestic cricket as a guest team in England/Australia/India/South Africa?

Ireland is not Bangladesh (Corrupt). They are light years forward than what BD was in 1999.
We basically didn't have any structure before 2005. All Dhaka based club cricket and eye-washed regional picnic cricket.
With the status, (1) they get the funding to make a better infra structure (accountability and patriotism) where it would produce the Mustafizs, the Sabbirs, the Sarkars, the Taskins from the U-15s, U-17s, U-19s, Academies much sooner.
(2) They would gain the necessary experience to compete with the Aussies and the English.
(3) This would mean a permanent stop in the English poaching as well. (Morgan, Rankin etc.)
(4) Not that Ireland doesn't bring anything to the table. They have crazy fanbase who travel well. Viewership is the main thing right now in Cricket and they have the buying power. Sponsors will only pour money where people would flock. People would flock only where there is a quality product and winning is involved.
One game here, one game there; 3 games in the WC against elite teams if they qualify, wouldn't improve their standard.
There are very few South Carolina fan loyals around the world.

By all means, top ranked associates should get a fat bump in funding. And a lot more short format games - all I'm saying is, test status should not be the means to give them that. That should be the final step in development. ICC needs to create a structured pathway with Test status as the last milestone.
Bear in mind, just giving a team money and more games is not automatically going to make them a regular cricket playing nation - the game needs to have developed sustainable roots in the country - with a sizeable player pool and fan-base - both of native birth and origin. You can't just suck at the ICC teat for funding - a majority of it has to be self-generated - from domestic cricket. But the ICC should really help these countries create such a self-sustaining base - kind-of like a venture captial investor. At the moment, they are acting like 19th Century Maharajas, doling out a few dollars here and there, with no proper planning and follow-through.
