I doubt any attempt like that not necessarily BCB, for any board would be a huge challenge to ensure full-time participation for frontline players of different national teams.
It would not allow players much window for such long term professional tourneys, regardless of the profitability of the arrangement. The continuity of IPL actually got popularity based on the shortened time required and lot of flexibility for participants to play for their own side and also country club cricket.
This may not be successful for ODI or Test like competition. Yes, it could be a huge improvement for the locals but possibility of happening such tournament is almost zero.
