Okay, as far as I know:
Lynn- he's legit
DJ Bravo- legit, saw on his IG training with the SuperKings
Russel- he was injured in the PSL, don't know his status as of now
Narine- unclear
Carlos- is legit

Kane Wailliamson has been announced the captain of SRH. I think he is the only non-Indian captain among the 8 IPL teams.

Good choice. The best man for the job.
That means he's gonna play the majority of the games and thus only 3 other places will be open for the foreigners.
Rashid Khan is locked into one of those 3...
So where would Shakib fit in here?

He has kept in some matches in the last IPL.
And he is specialist keeper for state side.
Wikipedia has him as wicket keeper for Mumbai Indians
