Yah I think BCB XI is playing 16 in their side (11 to bat, 11 to bowl), but yes you are right about Australia's reluctance of that formation. In tour matches, both teams don't have to play the same number of players - its entirely upto each team how many players they wanna play, which is why you saw the 3 late inclusions into the BCB XI side. (but the 3 extra names might be an error on cricinfo's part as well).
We'll find out soon.

anyway most of our bowlers are in the 11 (currently shown)
probably while batting we may see some more batsmen in the XI
