You're right as many of the UK overseas territories, etc. have the union jack as part of their flag but a host of other icons and emblems on their flags as well. When you said most number of colors, the flags of Turkmenistan, Uganda and Fiji came to my mind. But there are definitely more. It's hard to quantify really.
