How many of them are specialized spinner and as good as Rafiq?
Numbers are not important, quality is important. I bet India has 1 million spinners...

Only a few of them can turn the ball.
Shakib is the exception. He can turn the ball in any wicket unlike other spinners, who seek help from the pitch.

I would say our spinners are pretty darn good. Razzak picked up where Rafiq left off. Mosharraf Rubel, unlucky for not getting picked, is also very good. Sakib is world-class, we all know that. Our spinners and our bowling department as a whole has always gave us pleasant surprises. But where is the opportunity? Enam, Riyad and many others would all be having hundreds of wickets to their names if they had played 39 thousand matches per year like India.
Sadly, due to their insatiable greed for money, the quality of life for the Indian players really really suck. At the same time, we don't get enough matches.

India is a cricket loving population of one billion people, if they don't have at least 1 million spinners that would be pretty sad. The point being I was referring to numbers. In this case how many spinners is not as important as how many quality spinners. Even though I don't know some of them mentioned on the list, I think its a fair bet that most of them are no on the level of rafiq - sakib & razzaq. There are OK bowlers, until they get a chance to prove themselves.
ps, why is Ash on the list? agh!! He is neither a batsman or a bowler.

i'd say india have more spinners and they'd also be producing better quality spinners. sri lanka also produces pretty good spinners though they wouldn't have the numbers (although i read the other day that sri lanka currently have 5 test class spinners, of course that was on a sri lankan message board so they're possibly a little biased).
anyway the main spinners to look at atm are shakib, riyad, naeem, nasir, shuvo, nabil samad, saqlain sajib, razzak and enamul.
btw i think BD's allrounder prospects are quite exciting with shakib, naeem, riyad and nasir.

That is quite a comprehensive list of spinners in our short history however how many of them can be deemed 'quality' spinners in the top level? Not many indeed, perhaps Rafique, Shakib and Razzak to some extent although he has yet to prove himself in the longer version.
In general, our spinners must develop more variation, the 3 above I mentioned have done so (in their own way) and those that have seen them bowl will be familiar with their arm balls but I personally feel there is not enough spinners in Bangladesh that like to throw the ball up there and give it some flight and air as most seem persistent on firing it through..

We have some decent spinners, namely Sakib, Enamul, Mahmudullah, Razzak, etc who have been so far successful to a varying degree, but many are still untested in the highest level and rather one-dimensional. How many can truly turn the ball, and how exactly are we meant to 'export' these spinners to county or other leagues?

Uhh... How many of them are actually good?
Sakib and Rafique are the only ones I see. Enamul is inconsistant and Riyad is new.
India has much more spinners, and Sri Lanka has higher quality (but less) spinners.

Although I'm judging by stats alone, Farhad Hossain and Nadif Chowdhury look like good spinning all rounders as well.

Nadif got caught for chucking too many times and does not bowl spin anymore (he tries to bowl as a left arm pacer sometime, but so far he is unsuccessful). Saifullah Gem was another well known chucker.
Suhrawardi Shuvo dominates domestic leagues on regular basis, but so far he is unsuccessful to make any impact at Academy or A-team level.
Mosharraf Rubel is currently the only spinner, who is left outside the national team, I see worth considering for the national team.

He's good, really good. I'd definitely like to see him play for Bangladesh in the future.

I hope shakib and mahmudullah become the 2 great All rounder Batsman spinners in our team.
And hopefully Razzak will get back in form.
Then we have 3 class spinners.
However, we need one really good fast bowler like Brett Lee, Mohammed Asif, Ishant Sharma beside our good Mashrafee.

Among them so far Shakib is the best. Then comes Rafiq.
These are the two notable spinners.
