Default Northern Europe Data/Voice SIM

I could not get a definitive answer searching the net. Is there a GSM that you can use al l over Northern Europe without paying exorbitant roaming charges? My wife will land in London first and then eventually head to Paris and the Benelux countries. This will be for a week. From what I've seen it might be better for her to get SIMs in each country, especially for the data bit.

From what we read, you have good data plans in the UK from Orange, O2, Vodaphone, and T-Mobile. What about Paris or Brussels?

Normally all operators will charge when you visit other countries.

In france it is costly if you want to use internet pay as you go connecting a modem with your computer/Laptop and they will charge you more than 35 euros/GIGA. Mobile operator SFR supplies with lowest charge of 35 euros/GIGA + Modem cost(If you buy new modem). Besides it OrangeF and Bouygues also offer you for more than 40 euros/GIGA.
But if you live in a hotel most of the hotels offer you free wi-fi.
If you want to use internet only with your cell phone the cheapest offer is from OrangeF who offers you 9 euro/month.

For calling, some new operators like Lycamobile, Lebara, GT etc. offer cheaper than OrangeF or SFR or Bouygues etc.

In Brussels all the SIMs of France normally charge 15 cents/minute+normal charge+connection charge. Those charges may vary per operators.

Thanks. I was more interested in GSM Sims and available 3G data plans. it's only for a week and was more interested if there is yet a pan-Europe service.
